0011|     RELATING TO MOTOR VEHICLES; PROVIDING FOR SPECIAL CLASSIC
    |
0012|     VEHICLE REGISTRATION PLATES.
    |

    |
0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  A new section of the Motor Vehicle Code is
    |
0016|     enacted to read:
    |
0017|          "[<u>NEW MATERIAL</u>]  SPECIAL CLASSIC VEHICLE REGISTRATION
    |
0018|     PLATES--PROCEDURES--FEE.--
    |
0019|               A.  The department shall establish and issue special
    |
0020|     registration plates for vehicles of model year 1969 and older
    |
0021|     for any private motor vehicle except a motorcycle.  The design
    |
0022|     and color of the special registration plates shall be the same
    |
0023|     as the design and color of New Mexico license plates issued in
    |
0024|     the year in which the car was manufactured.  The department
    |
0025|     shall adopt procedures for application for and issuance of the
    |
0001|     special classic vehicle registration plates.
    |
0002|               B.  The department shall determine the color and
    |
0003|     design of the registration plate and provide for its issuance. 
    |
0004|     No personalized or vanity design variation of the special
    |
0005|     classic vehicle registration plates shall be issued.
    |
0006|               C.  For a fee of twenty-five dollars ($25.00), which
    |
0007|     shall be in addition to the regular motor vehicle registration
    |
0008|     fees, any owner of a motor vehicle of model year 1969 or older
    |
0009|     may apply for the issuance of a special classic vehicle
    |
0010|     registration plate.  The owner of a motor vehicle of model year
    |
0011|     1969 or older shall apply for and pay a renewal fee of ten
    |
0012|     dollars ($10.00) for each subsequent year if he wishes to
    |
0013|     retain and renew a special classic vehicle registration plate.
    |
0014|               D.  Souvenir sample registration plates may be
    |
0015|     issued by the department and sold for a fee of ten dollars
    |
0016|     ($10.00).
    |
0017|               E.  Notwithstanding the provisions of Section of
    |
0018|     66-6-22.1 NMSA 1978, fifteen dollars ($15.00) of the fee
    |
0019|     collected for the initial issuance of the special classic
    |
0020|     vehicle registration plate, the ten dollar ($10.00) annual
    |
0021|     renewal fee, and the ten dollar ($10.00) fee for souvenir
    |
0022|     sample registration plates issued pursuant to Subsection D of
    |
0023|     this section shall be paid to the state treasurer for credit to
    |
0024|     the state road fund."
    |
0025|          Section 2.  A new section of the Motor Vehicle Code is
    |
0001|     enacted to read:
    |
0002|          "[<u>NEW MATERIAL</u>]  USE OF ANTIQUE, ORIGINAL ISSUE
    |
0003|     REGISTRATION PLATES.--
    |
0004|               A.  Vehicles of model year 1969 or older may display
    |
0005|     and be registered with antique, original issue license plates
    |
0006|     that were issued during the same year as the vehicle's model
    |
0007|     year, provided:
    |
0008|                    (1)  that the antique, original issue
    |
0009|     registration plate was issued by the state of New Mexico;
    |
0010|                    (2)  that the plate number on the antique,
    |
0011|     original issue registration plate does not conflict with a
    |
0012|     number which appears on the motor vehicle master file; and
    |
0013|                    (3)  that the plate number on the antique,
    |
0014|     original issue registration plate does not conflict with a yet-
    |
0015|     to-be-issued number of any current plate series.
    |
0016|               B.  An antique, original issue registration plate
    |
0017|     has no special requirements or privileges associated with it. 
    |
0018|     The registration must be renewed annually and all regular
    |
0019|     renewal requirements and fees apply."
