  recommendation that it DO PASS, amended as follows:
  
            1.  On page 13, line 22, after "exceed" strike "one-half"
  and insert in lieu thereof "five-hundredths".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
