  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 16, strike "; MAKING AN APPROPRIATION".
  
       2.  On page 19, strike Section 15 in its entirety.
  
       3.  Renumber succeeding section accordingly.
