0011|     RELATING TO BIRTH DEFECTS PREVENTION AND SURVEILLANCE; MAKING
    |
0012|     AN APPROPRIATION.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  LEGISLATIVE FINDING AND PURPOSE.--The
    |
0016|     legislature finds and declares that according to national
    |
0017|     statistics, New Mexico spends an estimated fifty-one million
    |
0018|     dollars ($51,000,000) each year in services for birth defects
    |
0019|     and their resultant disabilities and that there is considerable
    |
0020|     scientific evidence that a number of these birth defects are
    |
0021|     preventable.  The legislature further finds that the national
    |
0022|     centers for disease control and prevention cites birth defects
    |
0023|     surveillance systems as a leading contributor to reducing the
    |
0024|     occurrence of birth defects and that preventing even one case
    |
0025|     of spina bifida annually will pay for the entire birth defects
    |
0001|     prevention and surveillance system program.  
    |
0002|          Section 2.  APPROPRIATION.--Two hundred fifty thousand
    |
0003|     dollars ($250,000) is appropriated from the general fund to the
    |
0004|     public health division of the department of health for
    |
0005|     expenditure in fiscal year 1998 for the purpose of establishing
    |
0006|     a surveillance system and enhancing programs to prevent birth
    |
0007|     defects.  Any unexpended or unencumbered balance remaining at
    |
0008|     the end of fiscal year 1998 shall revert to the general fund.
