  Mr. President:
  
      Your JUDICIARY COMMITTEE, to whom has been referred
  
                     HOUSE BILL 388, as amended
  
  has had it under consideration and reports same with recommendation
  that it DO PASS, amended as follows:
  
      1.  On page 1, lines 20 and 21, remove the brackets and the
  line-through.
  
      2.  On page 1, line 21, strike the word "and" and insert "or".
  
      3.  On page 1, line 22, strike "forming" and insert in lieu
  thereof "the incident formed"
  
      4.  On page 1, line 23, after the word "member" insert ",
  provided that the officer is otherwise unable to secure an arrest
  warrant due to the time constraint or urgency of the situation".
  
      5.  On page 4, line 1, before the word "forming" insert "the
  incident"
  
      6.  On page 4, line 2, after the word "cause" insert ",
  provided that the officer is otherwise unable to secure an arrest
  warrant due to the time constraint or urgency of the situation".
