0011|     MAKING AN APPROPRIATION FOR THE WESTERN GOVERNORS' VIRTUAL
    |
0012|     UNIVERSITY INITIATIVE; DECLARING AN EMERGENCY.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  APPROPRIATION.--One hundred thousand dollars
    |
0016|     ($100,000) is appropriated from the general fund to the
    |
0017|     department of finance and administration for expenditure in
    |
0018|     fiscal years 1997 and 1998 for the purpose of funding New
    |
0019|     Mexico's participation in the western governors' virtual
    |
0020|     university initiative.  As part of New Mexico's extended
    |
0021|     learning initiative, which is designed to stimulate interest in
    |
0022|     and coordinate the delivery of high-quality, competency-based
    |
0023|     electronically delivered learning opportunities that are
    |
0024|     recognized and valued by students, employers and institutions
    |
0025|     of higher education, the commission on higher education shall
    |
0001|     assist in the coordination and positioning of the state's
    |
0002|     public colleges and universities as effective participants in
    |
0003|     the western governors' virtual university initiative.  The
    |
0004|     commission shall report periodically to the legislative
    |
0005|     education study committee and the legislative finance committee
    |
0006|     on the efforts of the western governors' virtual university
    |
0007|     initiative.  Any unexpended or unencumbered balance remaining
    |
0008|     at the end of fiscal year 1998 shall revert to the general
    |
0009|     fund.
    |
0010|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0011|     peace, health and safety that this act take effect immediately.

0010|   dollars ($182,900) to the board of regents of eastern New Mexico
