0001| SENATE JOINT MEMORIAL 5 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - FIRST SPECIAL | 0003| SESSION, 1996 | 0004| INTRODUCED BY | 0005| JOHN PINTO | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE ASSISTANCE OF VARIOUS AGENCIES AND ORGANIZATIONS | 0013| TO ENGAGE IN A COMPREHENSIVE FEASIBILITY STUDY TO ESTABLISH A | 0014| UNIQUE CULTURAL AND REHABILITATIVE FACILITY FOR NATIVE AMERICAN | 0015| WOMEN IN THE ALBUQUERQUE AREA. | 0016| | 0017| WHEREAS, there are approximately forty thousand Native | 0018| Americans from one hundred forty-five different tribes in the | 0019| Albuquerque area of which seventy percent are comprised of | 0020| single-parent households; | 0021| WHEREAS, of those Native Americans who migrate to the | 0022| Albuquerque urban area, most who stay are women; | 0023| WHEREAS, statistics reveal that Native Americans | 0024| traditionally have the highest suicide rates and the highest | 0025| alcoholism and fetal alcohol syndrome rate among ethnic groups; | 0001| WHEREAS, there exists a need for a facility in the | 0002| Albuquerque urban area to assist Native American women to | 0003| continue their education, seek a career, recovery, | 0004| rehabilitation or employment while providing a safe place for | 0005| their children; | 0006| WHEREAS, the Native American Indian women's center is | 0007| seeking funds for research and development to attain its vision | 0008| of providing a safe and healthy environment to strengthen the | 0009| family unit and promote empowerment of Native American women by | 0010| promoting and encouraging leadership in the Albuquerque area | 0011| communities, enhancing the Native American woman's self-esteem | 0012| through education, building strong family foundations through | 0013| recovery and rehabilitation and providing an avenue to self-sufficiency by increasing employment opportunities and | 0014| education; and | 0015| WHEREAS, various government agencies and organizations have | 0016| the purpose, responsibility, interest or resources to assist the | 0017| Native American Indian women's center to accomplish their | 0018| worthwhile and necessary goals; | 0019| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0020| STATE OF NEW MEXICO that the state, the city of Albuquerque, the | 0021| southwestern Indian polytechnic institute, the bureau of Indian | 0022| affairs, the Indian health services, the all-Indian pueblo | 0023| council and the Navajo nation be requested to assist the Native | 0024| American Indian women's center to conduct a comprehensive | 0025| feasibility study to establish a unique cultural and | 0001| rehabilitative facility for Native American women in the | 0002| Albuquerque area; and | 0003| BE IT FURTHER RESOLVED that copies of this memorial be | 0004| transmitted to the New Mexico office of Indian affairs, the city | 0005| of Albuquerque, the southwestern Indian polytechnic institute, | 0006| the bureau of Indian affairs, the Indian health services, the | 0007| all Indian pueblo council and the council and president of the | 0008| Navajo nation. | 0009|  |
