0012| RELATING TO CAPITAL EXPENDITURES; MAKING APPROPRIATIONS;

0013| DECLARING AN EMERGENCY.

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. GENERAL SERVICES DEPARTMENT--APPROPRIATIONS.--
|
0017| A. Seven hundred eighty-seven thousand dollars
|
0018| ($787,000) is appropriated from the subsequent injury fund to
|
0019| the general services department for expenditure in fiscal year
|
0020| 1997 to renovate and make improvements to existing facilities at
|
0021| camp Sierra Blanca for use as a work camp for juvenile
|
0022| offenders.
|
0023| B. Four hundred thousand dollars ($400,000) is
|
0024| appropriated from the subsequent injury fund to the general
|
0025| services department for expenditure in fiscal year 1997 to
|
0001| design, construct and equip a special adjustment unit at the
|
0002| youth diagnostic and development center in Albuquerque.
|
0003| C. Four hundred thirty-four thousand four hundred
|
0004| dollars ($434,400) is appropriated from the subsequent injury
|
0005| fund to the general services department for expenditure in
|
0006| fiscal years 1996 and 1997 for the purpose of completing
|
0007| construction of and equipping a new minimum-security facility at
|
0008| southern New Mexico correctional facility in Dona Ana county.
|
0009| D. Any unexpended or unencumbered balance remaining
|
0010| at the end of fiscal year 1997 shall revert to the general fund.
|
0011| Section 2. CHILDREN YOUTH AND FAMILIES DEPARTMENT--APPROPRIATION.--Five hundred thirty-two thousand dollars
|
0012| ($532,000) is appropriated from the general fund to the
|
0013| children, youth and families department for expenditure in
|
0014| fiscal year 1997 for repairs to and maintenance of the youth
|
0015| diagnostic and development center in Albuquerque. Any
|
0016| unexpended or unencumbered balance remaining at the end of
|
0017| fiscal year 1997 shall revert to the general fund.
|
0018| Section 3. PUBLIC SCHOOL CAPITAL OUTLAY FUND--APPROPRIATION.--Two million dollars ($2,000,000) is appropriated
|
0019| from the subsequent injury fund to the public school capital
|
0020| outlay fund for expenditure in fiscal year 1997 for the purpose
|
0021| of meeting critical school district capital outlay needs. This
|
0022| appropriation is contingent upon the Rio Rancho school district
|
0023| being permitted to submit an application for grant assistance
|
0024| from the public school capital outlay fund for the 1996-1997
|
0025| school year. Any unexpended or unencumbered balance remaining
|
0001| at the end of fiscal year 1997 shall revert to the general fund.
|
0002| Section 4. OFFICE OF THE STATE ENGINEER--APPROPRIATION.--Four hundred thousand dollars ($400,000) is appropriated from
|
0003| the general fund to the office of the state engineer for
|
0004| expenditure in fiscal year 1997 for the purpose of making
|
0005| repairs to Ute dam. Any unexpended or unencumbered balance
|
0006| remaining at the end of fiscal year 1997 shall revert to the
|
0007| general fund.
|
0008| Section 5. REGIONAL JUVENILE SERVICES GRANT FUND--APPROPRIATION.--Five hundred thousand dollars ($500,000) is
|
0009| appropriated from the general fund to the regional juvenile
|
0010| services grant fund for expenditure in fiscal year 1997 for the
|
0011| purpose making grants for construction of regional multipurpose
|
0012| facilities for juvenile offenders pursuant to the Regional
|
0013| Juvenile Services Act. Any unexpended or unencumbered balance
|
0014| remaining at the end of fiscal year 1997 shall revert to the
|
0015| general fund.
|
0016| Section 6. STATE HIGHWAY AND TRANSPORTATION DEPARTMENT--APPROPRIATION.--Five million dollars ($5,000,000) is
|
0017| appropriated from the state road fund to the state highway and
|
0018| transportation department for expenditure in fiscal year 1997
|
0019| for the purpose of making improvements to roads on Indian lands.
|
0020| Any unexpended or unencumbered balance remaining at the end of
|
0021| fiscal year 1997 shall not revert to the state road fund.
|
0022| Section 7. EMERGENCY.--It is necessary for the public
|
0023| peace, health and safety that the provisions of this act take
|
0024| effect immediately.
