0012|     ADOPTING LEGISLATIVE JOINT RULE 11-1 TO IMPOSE A DEADLINE FOR

0013|     THE INTRODUCTION OF SUBSTANTIVE MEMORIALS.

0015|       WHEREAS, legislative Joint Rule 8-1 requires that joint
    |
0016|     rules may be adopted, amended or repealed by concurrent
    |
0017|     resolution approved by two-thirds of the membership of each
    |
0018|     house;
    |
0019|       NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, THE HOUSE OF
    |
0020|     REPRESENTATIVES CONCURRING THEREIN, that the following new
    |
0021|     proposed Joint Rule 11-1 be adopted:
    |
0022|           "SUBSTANTIVE MEMORIALS INTRODUCTION (11-1)
    |
0023|       No substantive memorial shall be introduced at any
    |
0024|           regular session of the legislature subsequent to the
    |
0025|           thirty-seventh calendar day in sessions held in odd-numbered years or subsequent to the twenty-second
    |
0001|           calendar day in sessions held in even-numbered years. 
    |
0002|           The legislative council service shall not draft or
    |
0003|           prepare a substantive memorial for introduction at
    |
0004|           any regular session of the legislature that convenes
    |
0005|           in an odd-numbered year unless the request to draft
    |
0006|           or prepare the substantive memorial has been received
    |
0007|           by the legislative council service prior to 5:00 p.m.
    |
0008|           on the thirty-fifth calendar day of that session. 
    |
0009|           The legislative council service shall not draft or
    |
0010|           prepare a substantive memorial for introduction at
    |
0011|           any regular session of the legislature that convenes
    |
0012|           in an even-numbered year unless the request to draft
    |
0013|           or prepare the substantive memorial has been received
    |
0014|           by the legislative council service prior to 5:00 p.m.
    |
0015|           on the twentieth calendar day of that session.".
