It is proposed to amend Article 7, Section 5 of | 0017| the constitution of New Mexico to read: | 0018| "A. All elections shall be by ballot. [and] The | 0019| person who receives the highest number of votes for any office, | 0020| except as provided in Subsection B of this section, and except | 0021| in the cases of the offices of governor and lieutenant governor, | 0022| shall be declared elected [thereto] to that office. The | 0023| joint candidates receiving the highest number of votes for the | 0024| offices of governor and lieutenant governor shall be declared | 0025| elected to those offices. | 0001| B. A municipality may, by resolution, provide for | 0002| runoff elections." | 0003| Section 2.
