0012| REQUESTING THE STATE DEPARTMENT OF PUBLIC EDUCATION TO STUDY,

0013| ASSESS AND MAKE RECOMMENDATIONS REGARDING TRAINING AND LICENSURE

0014| REQUIREMENTS FOR SPECIAL EDUCATION ADMINISTRATORS.

0016| WHEREAS, school administrators are responsible for
|
0017| implementing and creating policies that have direct implications
|
0018| for the rights and academic achievements of special education
|
0019| students, such as day-to-day discipline, inclusionary programs
|
0020| and budget making; and
|
0021| WHEREAS, administrators at the district level create and
|
0022| implement policies that have direct implications for the rights
|
0023| of special education students, such as suspensions and
|
0024| expulsions, budget-making authority and transportation; and
|
0025| WHEREAS, proposed changes to the public school funding
|
0001| formula concerning special education could impact the delivery
|
0002| of special education services; and
|
0003| WHEREAS, the majority of public school administrators have
|
0004| not had training in special education administration; and
|
0005| WHEREAS, more schools and school districts are moving
|
0006| toward inclusion and more special education students now attend
|
0007| neighborhood schools; and
|
0008| WHEREAS, special education laws and regulations at the
|
0009| state and federal levels continue to evolve and school
|
0010| administrators would benefit from having a background in special
|
0011| education issues, particularly in assisting them with school
|
0012| discipline;
|
0013| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0014| STATE OF NEW MEXICO that state department of public education
|
0015| assess the current competencies for school administrators to
|
0016| determine whether they adequately reflect the training necessary
|
0017| for administering special education programs; and
|
0018| BE IT FURTHER RESOLVED that the state department of public
|
0019| education study whether existing educational administration
|
0020| programs provided by New Mexico post-secondary institutions
|
0021| adequately address special education issues; and
|
0022| BE IT FURTHER RESOLVED that the state department of public
|
0023| education study licensure requirements necessary for requiring
|
0024| administrators to receive training regarding special education
|
0025| issues through continuing education units or college credit
|
0001| through education administrator preparation programs; and
|
0002| BE IT FURTHER RESOLVED that the state department of public
|
0003| education report its findings to the legislative education study
|
0004| committee for possible legislative recommendations by November
|
0005| 30, 1995; and
|
0006| BE IT FURTHER RESOLVED that copies of this memorial be
|
0007| transmitted to the superintendent of public instruction and the
|
0008| director of the legislative education study committee staff for
|
0009| appropriate distribution.
