0012| REQUESTING THE HUMAN SERVICES DEPARTMENT TO REDIRECT TWENTY-FIVE

0013| PERCENT OF MEDICAID EXPENDITURES MONEY NOW USED FOR NURSING HOME

0014| PAYMENTS TO COMMUNITY-BASED HOME ATTENDANT SERVICES.

0016| WHEREAS, the number of people, old and young, with
|
0017| disabilities and in need of long-term care is growing; and
|
0018| WHEREAS, historically, society has tended to isolate and
|
0019| segregate people with disabilities in institutions; and
|
0020| WHEREAS, people, old and young, with disabilities often end
|
0021| up in institutions because appropriate community-based home
|
0022| attendant services do not exist; and
|
0023| WHEREAS, the current long-term care system has an
|
0024| institutional bias that inhibits people from living in their
|
0025| communities by restricting the use of financial assistance to
|
0001| institutional programs; and
|
0002| WHEREAS, the current long-term care system is based on
|
0003| medical diagnosis and age rather than on functional need; and
|
0004| WHEREAS, community-based home attendant services will
|
0005| increase the independence of people with disabilities and allow
|
0006| them to be active, contributing members of their communities;
|
0007| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0008| STATE OF NEW MEXICO that the human services department be
|
0009| requested to redirect twenty-five percent of the current
|
0010| medicaid (or its successor program) expenditures now used for
|
0011| nursing home client payments, to the provision of community-based home attendant client services; and
|
0012| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0013| transmitted to the secretary of human services.

0006| 1. On page 2, line 8, strike the word "redirect" and insert in
|
0007| lieu thereof "study the advisability of redirecting".
|

0009| 2. On page 2, between lines 11 and 12 insert the following:
|

|
0011| "BE IT FURTHER RESOLVED that the human services department
|
0012| study include participation of the department of health, the state
|
0013| agency on aging, the governor's committee on concerns of the
|
0014| handicapped, care and service consumers, providers and advocates
|
0015| and various organizations and associations involved in long-term
|
0016| care; and",
|
0017|
|
0018| and thence referred to the FINANCE COMMITTEE.
