0012| URGING THE STUDY OF EXPANDED EMERGENCY MEDICAL SERVICES TO MEET
|
0013| GROWING RURAL HEALTH NEEDS.
|
0014|
|
0015| WHEREAS, the past twenty years have seen tremendous growth
|
0016| in New Mexico's emergency medical services system; and
|
0017| WHEREAS, more lives are being saved in emergency situations
|
0018| today than ever before in New Mexico; and
|
0019| WHEREAS, these impressive results are due in large part to
|
0020| the effective training and dedication of citizens and community
|
0021| volunteers who give thousands of hours in training and services
|
0022| annually; and
|
0023| WHEREAS, presently there are New Mexico communities in
|
0024| which the nearest emergency medical service is the only source
|
0025| of health care in proximity; and
|
0001| WHEREAS, recognizing this situation, federally funded
|
0002| national pilot projects in Red River and the Moreno Valley,
|
0003| designed to increase the capabilities of emergency medical
|
0004| service providers, are producing excellent results; and
|
0005| WHEREAS, these expanded emergency medical service pilot
|
0006| programs offer the potential for an otherwise unavailable cadre
|
0007| of community medical providers;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that the department of health study the
|
0010| feasibility of expanded emergency medical services in rural
|
0011| medically underserved communities throughout the state as one
|
0012| major asset to be included in any managed care plans for the
|
0013| area; and
|
0014| BE IT FURTHER RESOLVED that the department of health
|
0015| utilize the expertise of the emergency medical services bureau
|
0016| and the emergency medical services medical direction committee,
|
0017| as well as representatives of any statewide ambulance
|
0018| organizations, a private, nonprofit ambulance service, a
|
0019| proprietary ambulance service, both a large urban hospital and a
|
0020| small community hospital or medical clinic, representatives of
|
0021| the managed health care industry and a representative of the
|
0022| department of emergency medicine of the university of New Mexico
|
0023| school of medicine; and
|
0024| BE IT FURTHER RESOLVED that both the insurance division and
|
0025| the motor transportation division of the state corporation
|
0001| commission also participate in the study; and
|
0002| BE IT FURTHER RESOLVED that the department of health report
|
0003| its findings to the interim legislative health and human
|
0004| services committee at its October 1996 meeting; and
|
0005| BE IT FURTHER RESOLVED that copies of this memorial be sent
|
0006| to the department of health for its distribution to all
|
0007| appropriate parties.
