STEFANICS | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING A CONTINUING COLLABORATION AMONG VARIOUS SOCIAL | 0013| SERVICES AGENCIES AND ENTITIES TO ENSURE CONTINUED SERVICES FOR | 0014| PUBLICLY ASSISTED PERSONS NOW RESIDING IN LONG-TERM CARE | 0015| FACILITIES. | 0016| | 0017| WHEREAS, approximately seventy percent of the individuals | 0018| in long-term care facilities are receiving public assistance; | 0019| and | 0020| WHEREAS, congressional revenue reductions may drastically | 0021| affect this population and the facilities offering long-term | 0022| care; and | 0023| WHEREAS, several state agencies, departments and divisions, | 0024| as well as many private entities, including ad hoc | 0025| organizations, have in the past year participated in various | 0001| studies focused on different aspects of long-term care, both | 0002| inside and outside institutions; and | 0003| WHEREAS, it is clear that continued and increased | 0004| collaboration will be of great benefit to the identified | 0005| population; and | 0006| WHEREAS, the promise of giving regulatory and funding | 0007| decision responsibility to the states is a long-sought | 0008| opportunity to create a service delivery system based on the | 0009| needs of individuals, not on federal reporting and reprisal | 0010| concerns; and | 0011| WHEREAS, this opportunity can lift New Mexico to the | 0012| forefront of compassionate and responsible public care-giving; | 0013| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0014| STATE OF NEW MEXICO that a continuing collaborative effort on | 0015| the part of all these entities be led by the human services | 0016| department, aimed at ensuring a continuation of services for | 0017| individuals at risk of loss of services, including various | 0018| levels of institutional, community and in-home care; and | 0019| BE IT FURTHER RESOLVED that representation from the | 0020| appropriate divisions of the department of health, the human | 0021| services department, the medicaid advisory group, the children, | 0022| youth and families department, the New Mexico health policy | 0023| commission, the state agency on aging, the New Mexico office of | 0024| Indian affairs, the attorney general's office, consumer, | 0025| continuum and advocacy groups and professional and provider | 0001| groups and associations, including organizations and groups | 0002| representing private funding sources, be included in this | 0003| collaborative group; and | 0004| BE IT FURTHER RESOLVED that the results of this | 0005| collaborative effort be presented by the human services | 0006| department to the health care task force and to the interim | 0007| legislative health and human services committee at their | 0008| respective September 1996 meetings; and | 0009| BE IT FURTHER RESOLVED that copies of this memorial be sent | 0010| to all the entities named and that the human services department | 0011| invite all other appropriate entities to participate. | 0012| -3- | 0013| |
