0012| PROPOSING THAT THE LEGISLATIVE EDUCATION STUDY COMMITTEE CONDUCT

0013| A STUDY TO DETERMINE METHODS TO ALLOW PARENTS TO BECOME MORE
|
0014| INVOLVED WITH THEIR CHILDREN AND THEIR CHILDREN'S EDUCATION.

0016| WHEREAS, a majority of children live in single-parent
|
0017| households or households where both parents must work outside of
|
0018| the home; and
|
0019| WHEREAS, working parents are not always able to participate
|
0020| in their children's school activities or attend parent-teacher
|
0021| conferences and have little time for family vacations, outings
|
0022| and recreation with their children; and
|
0023| WHEREAS, many people, including parents, still find time to
|
0024| volunteer at public schools, helping out both school children
|
0025| and the often short-handed public school administration through
|
0001| their valuable community service; and
|
0002| WHEREAS, methods need to be examined to determine how
|
0003| parents may be able to spend more time with their children and
|
0004| how those who volunteer time to assist public schools can be
|
0005| encouraged to continue; and
|
0006| WHEREAS, a few of those methods to be investigated include
|
0007| providing public school volunteers with a tax deduction for time
|
0008| spent volunteering or issuing educational credits, where
|
0009| appropriate, or allowing parents to telecommute to their offices
|
0010| by utilizing existing computer technology; and
|
0011| WHEREAS, the most appropriate body to conduct a study of
|
0012| these issues is the legislative education study committee;
|
0013| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0014| STATE OF NEW MEXICO that the legislative education study
|
0015| committee, in cooperation with the state board of education and
|
0016| the commission on higher education, conduct a study to determine
|
0017| the feasibility of compensating public school volunteers for
|
0018| their time through tax deductions and educational credits and to
|
0019| determine the options available for working parents to use
|
0020| existing computer technology to "telecommute" to their offices
|
0021| in order to spend more time at home with their children; and
|
0022| BE IT FURTHER RESOLVED that copies of this memorial be sent
|
0023| to the director of the legislative education study committee,
|
0024| the superintendent of public instruction and the director of the
|
0025| commission on higher education for appropriate distribution.
