0012| REQUESTING THAT THE LEGISLATIVE HEALTH AND HUMAN SERVICES

0013| COMMITTEE EVALUATE PROGRAM EFFECTIVENESS OF THE DEPARTMENT OF
|
0014| HEALTH, THE HUMAN SERVICES DEPARTMENT, THE CHILDREN, YOUTH AND
|
0015| FAMILIES DEPARTMENT, THE STATE AGENCY ON AGING AND OTHER
|
0016| AGENCIES.

0018| WHEREAS, there is a need to continually reexamine the
|
0019| effectiveness, the relative importance and the cost-benefit
|
0020| ratio of health and human services programs; and
|
0021| WHEREAS, current budget proposals by executive branch
|
0022| departments include recommendations for shifts of funds away
|
0023| from ineffective programs into more effective programs; and
|
0024| WHEREAS, the criteria for gauging effectiveness have not
|
0025| been clearly identified; and
|
0001| WHEREAS, there is a need to establish objective and
|
0002| consistent criteria for gauging effectiveness and for making
|
0003| decisions about program funding;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0005| STATE OF NEW MEXICO that the interim legislative health and
|
0006| human services committee study the procedures and criteria for
|
0007| determining program and contract effectiveness used by the
|
0008| department of health, the human services department, the
|
0009| children, youth and families department, the state agency on
|
0010| aging and other health and social service-related agencies; and
|
0011| BE IT FURTHER RESOLVED that the children, youth and
|
0012| families department, the department of health, the human
|
0013| services department and the state agency on aging provide the
|
0014| interim health and human services committee with written copies
|
0015| of their respective regulations and policies on strategic
|
0016| planning, self-evaluation and assessment of program and contract
|
0017| effectiveness at its meeting in June 1996; and
|
0018| BE IT FURTHER RESOLVED that a copy of this memorial be sent
|
0019| to the legislative council, the interim legislative health and
|
0020| human services committee and the heads of the respective
|
0021| agencies named above.
