0012| REQUESTING THAT THE COMMISSION ON HIGHER EDUCATION STUDY

0013| ESTABLISHMENT OF A FOUR-YEAR EARLY CHILDHOOD MULTICULTURAL

0014| EDUCATIONAL PROGRAM AT THE UNIVERSITY OF NEW MEXICO-GALLUP
|
0015| BRANCH.

0017| WHEREAS, research indicates that the first years of a
|
0018| child's formal education are the most crucial in determining
|
0019| success as a student and as an adult; and
|
0020| WHEREAS, providing an appropriate program for young
|
0021| children through the primary grades requires that personnel be
|
0022| appropriately trained; and
|
0023| WHEREAS, because New Mexico is experiencing a shortage of
|
0024| certified early childhood educators, particularly in rural
|
0025| areas, school districts must recruit qualified early childhood
|
0001| educators from other states; and
|
0002| WHEREAS, the state board of education in 1995 adopted a
|
0003| regulation specifying requirements for early childhood education
|
0004| licensure, including training in the education of children from
|
0005| birth to age eight; and
|
0006| WHEREAS, this newly adopted regulation requires special
|
0007| preparation for persons seeking licensure in early childhood
|
0008| education; and
|
0009| WHEREAS, for the past eight years, the university of New
|
0010| Mexico-Gallup branch has offered a child development associate
|
0011| certificate for headstart teachers, private child care providers
|
0012| and other interested parties; and
|
0013| WHEREAS, the university of New Mexico-Gallup branch cannot
|
0014| offer upper division courses in early childhood education; and
|
0015| WHEREAS, many headstart teachers and educational assistants
|
0016| in the Gallup area are single parents with limited financial
|
0017| resources unable to relocate in order to take upper division
|
0018| classes in early childhood education; and
|
0019| WHEREAS, the Navajo nation and the Zuni pueblo have
|
0020| indicated the desire that their respective headstart teachers
|
0021| have the opportunity to earn associate or bachelor of arts
|
0022| degrees in early childhood education; and
|
0023| WHEREAS, a survey conducted in the fall of 1995 among
|
0024| headstart teachers, primary grade teachers and educational
|
0025| assistants in the Gallup-McKinley county area indicated that
|
0001| more than one hundred fifty persons are interested in pursuing
|
0002| licensure in early childhood multicultural education; and
|
0003| WHEREAS, the university of New Mexico-Gallup branch already
|
0004| offers bachelor of arts degrees in elementary and secondary
|
0005| education;
|
0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0007| STATE OF NEW MEXICO that the commission on higher education
|
0008| conduct a feasibility study to consider the establishment of a
|
0009| four-year early childhood multicultural education program at the
|
0010| university of New Mexico-Gallup branch; and
|
0011| BE IT FURTHER RESOLVED that the commission on higher
|
0012| education reports its findings to the legislative education
|
0013| study committee by December 1, 1996; and
|
0014| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0015| transmitted to the commission on higher education and the
|
0016| director of the legislative education study committee for
|
0017| appropriate distribution.
