0012| REQUESTING THE NEW MEXICO CONGRESSIONAL DELEGATION TO TAKE A

0013| LEADERSHIP ROLE IN ENSURING THAT THE PORTRAIT MONUMENT TO
|
0014| LUCRETIA MOTT, ELIZABETH CADY STANTON AND SUSAN B. ANTHONY BE
|
0015| RESTORED TO ITS RIGHTFUL PLACE OF HONOR IN THE ROTUNDA OF THE
|
0016| NATION'S CAPITOL.

0018| WHEREAS, August 26, 1995 marked the seventy-fifth
|
0019| anniversary of woman suffrage. The nineteenth amendment to the
|
0020| United States constitution states simply, "the right of citizens
|
0021| of the United States to vote shall not be denied or abridged by
|
0022| the United States or by any state on account of sex". This
|
0023| amendment granted to approximately one-half of the population
|
0024| the right to vote. The struggle to achieve woman suffrage
|
0025| spanned a period of seventy-two years; and
|
0001| WHEREAS, the women, the suffragists, with extraordinary
|
0002| vision, courage and perseverance, battled to win the right to
|
0003| vote and ultimately succeeded; and
|
0004| WHEREAS, the early leaders of the suffrage movement were
|
0005| more than deserving of an appropriate monument. A statue was
|
0006| commissioned and upon completion was donated to the people of
|
0007| the United States. On February 10, 1921, the joint committee on
|
0008| the library of congress of the United States voted to accept the
|
0009| statue entitled the "Portrait Monument to Lucretia Mott,
|
0010| Elizabeth Cady Stanton and Susan B. Anthony"; and
|
0011| WHEREAS, the monument was briefly displayed in the rotunda
|
0012| of the capitol but was subsequently moved to the crypt of the
|
0013| capitol. It had been the goal of the seventy-fifth anniversary
|
0014| of woman suffrage task force to have the monument moved to the
|
0015| rotunda, as the placement in the rotunda would be a fitting
|
0016| place to honor the suffragists; and
|
0017| WHEREAS, the senate passed unanimously on July 17, 1995 the
|
0018| Portrait Monument Restoration Act, S. Con. Resolution 21, to
|
0019| restore the portrait monument and return it to the rotunda.
|
0020| When the act came to the floor of the house, opponents stated
|
0021| that private funds in the amount of seventy-five thousand
|
0022| dollars ($75,000) should be used to relocate the statue; and
|
0023| WHEREAS, the private funds are available in the capitol
|
0024| preservation fund, which is controlled by the United States
|
0025| capitol preservation commission made up of members of the senate
|
0001| and the house. The co-chairmen of the commission are the
|
0002| president pro tempore, Senator Strom Thurmond, and the speaker
|
0003| of the house, Representative Newt Gingrich;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
|
0005| REPRESENTATIVES OF THE STATE OF NEW MEXICO that it urge the New
|
0006| Mexico congressional delegation to take a leadership role in
|
0007| ensuring that the portrait monument to Lucretia Mott, Elizabeth
|
0008| Cady Stanton and Susan B. Anthony be restored to its rightful
|
0009| place of honor in the rotunda of the capitol; and
|
0010| BE IT FURTHER RESOLVED that copies of this memorial be
|
0011| transmitted to the members of New Mexico's congressional
|
0012| delegation.
