0012| REQUESTING THE BOARD OF BARBERS AND COSMETOLOGISTS AND THE

0013| GOVERNOR'S COMMITTEE ON CONCERNS OF THE HANDICAPPED TO JOINTLY

0014| CONDUCT A REVIEW OF THE BARBERS AND COSMETOLOGISTS ACT AND ITS
|
0015| LICENSING REGULATIONS TO DEVELOP RECOMMENDATIONS FOR
|
0016| ACCOMMODATING THE HOMEBOUND.

0018| WHEREAS, New Mexico has a sizable population of aged,
|
0019| homebound, handicapped and institutionalized residents who have
|
0020| limited access to barber and cosmetological services commonly
|
0021| available to the mainstream population; and
|
0022| WHEREAS, the existing barber and cosmetologist licensing
|
0023| system prohibits delivery of mobile services to the homebound or
|
0024| institutionalized client; and
|
0025| WHEREAS, bureau of the census data indicates that the
|
0001| number of people over sixty-five years of age will almost double
|
0002| by the year 2010, and the number of individuals with mobility
|
0003| and self-care limitations will increase accordingly;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0005| STATE OF NEW MEXICO that the board of barbers and cosmetologists
|
0006| and the governor's committee on concerns of the handicapped be
|
0007| requested to jointly conduct a review of the Barbers and
|
0008| Cosmetologists Act and licensing regulations and be requested to
|
0009| make recommendations to the appropriate interim committee by
|
0010| November 1, 1996 for changes that provide for mobile services to
|
0011| the homebound and institutionalized population; and
|
0012| BE IT FURTHER RESOLVED that copies of this memorial be
|
0013| transmitted to the superintendent of regulation and licensing,
|
0014| the chairman of the governor's committee on concerns of the
|
0015| handicapped and the board of barbers and cosmetologists.
