0012| REQUESTING THAT THE TAXATION AND REVENUE DEPARTMENT, STATE
|
0013| CORPORATION COMMISSION AND TOURISM DEPARTMENT ESTABLISH COST-ACCOUNTING SYSTEMS TO ACCOUNT FOR THE ACTUAL USE OF STATE ROAD

0014| FUND REVENUES APPROPRIATED TO THEM FOR AGENCY OPERATIONS.

0016| WHEREAS, approximately seventeen million dollars
|
0017| ($17,000,000) from the state road fund is appropriated in the
|
0018| general appropriation act each year for state agency operations;
|
0019| and
|
0020| WHEREAS, these agencies include the taxation and revenue
|
0021| department, the state corporation commission and the tourism
|
0022| department; and
|
0023| WHEREAS, the legislature needs information on the actual
|
0024| use of state road fund revenues to determine if the uses are
|
0025| appropriately and directly related to collection or
|
0001| administration of road, motor vehicle or motor transportation
|
0002| taxes and fees; and
|
0003| WHEREAS, a cost-accounting system that identifies actual
|
0004| costs and expenditures paid with state road fund revenues would
|
0005| provide necessary information to the legislature in determining
|
0006| whether such appropriations of the state road fund should be
|
0007| continued;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that it request the taxation and revenue
|
0010| department, the state corporation commission and the tourism
|
0011| department to establish a cost-accounting system to account for
|
0012| use of state road fund revenues appropriated to the agencies for
|
0013| agency operations; and
|
0014| BE IT FURTHER RESOLVED that these agencies report on the
|
0015| cost-accounting systems they establish and the findings from
|
0016| that cost-accounting to the legislative finance committee and to
|
0017| the first session of the forty-third legislature; and
|
0018| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0019| transmitted to the secretary of taxation and revenue, the
|
0020| chairman of the state corporation commission, the secretary of
|
0021| tourism and the chairman of the legislative finance committee.
