0012| REQUESTING THAT THE NEW MEXICO CONGRESSIONAL DELEGATION TAKE THE
|
0013| NECESSARY STEPS TO ENSURE THE UNITED STATES BUREAU OF CENSUS
|
0014| WILL NOT IMPLEMENT POLICIES THAT CAN HURT AGRICULTURE, NATURAL
|
0015| RESOURCES, CHILDREN OR FAMILIES IN NEW MEXICO.

0017| WHEREAS, the United States bureau of census of the
|
0018| department of commerce is considering a cha nge in the criteria
|
0019| used to count farms, and this change will significantly reduce
|
0020| the number of establishments defined as farms; and
|
0021| WHEREAS, under the new criteria, the number of farms in New
|
0022| Mexico might be reduced by as much as seventy-two percent, and
|
0023| nearly eighty percent of minority-owned farms would be excluded;
|
0024| and
|
0025| WHEREAS, this amounts to official discrimination against
|
0001| small, family-owned and minority-owned farms; and
|
0002| WHEREAS, the number of farms in New Mexico determines, in
|
0003| part, the amount of money received by New Mexico state
|
0004| university and the United States department of agriculture
|
0005| programs in the state and could cost the state millions of
|
0006| dollars and eliminate technical assistance and financial support
|
0007| for small farms, those that need this support the most;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that the New Mexico congressional delegation
|
0010| be requested to take all necessary steps to ensure that the
|
0011| United States bureau of census does not implement any policies
|
0012| that will negatively affect agriculture, natural resources,
|
0013| children or families in the state of New Mexico; and
|
0014| BE IT FURTHER RESOLVED that copies of this memorial be
|
0015| transmitted to the New Mexico congressional delegation.
