WILLIAMS | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE PUBLIC SCHOOL FUNDING FORMULA TASK FORCE TO | 0013| CONSIDER ESTABLISHMENT OF A PERSONNEL CATEGORY OF SCHOOL | 0014| COUNSELORS. | 0015| | 0016| WHEREAS, elementary, middle, junior and high school | 0017| children are being subjected to unprecedented social stresses, | 0018| including fragmentation of families, drug and alcohol abuse, | 0019| child abuse, poverty and violence; and | 0020| WHEREAS, an increasing number of these children are | 0021| exhibiting symptoms of distress such as emotional disorders, | 0022| academic underachievement, disruptive behavior, juvenile | 0023| delinquency and withdrawal; and | 0024| WHEREAS, counseling provided within public schools can | 0025| reduce drug abuse, dropout rates, unemployment and | 0001| incarceration; and | 0002| WHEREAS, the state can help reduce academic, social and | 0003| emotional problems of students by enhancing the availability and | 0004| quality of public school counseling programs; and | 0005| WHEREAS, successful students contribute significantly more | 0006| to the tax base; and | 0007| WHEREAS, school dropouts, gang members, pregnant teens and | 0008| substance abusing youth are burdens on the taxpayer and | 0009| contribute to rising crime; and | 0010| WHEREAS, school counselors contribute positively to | 0011| students' progress and development, the school environment, | 0012| student self-discipline, school attendance and academic | 0013| achievement; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that the public school funding formula task | 0016| force be requested to study the establishment of a personnel | 0017| category of school counselors in the public schools; and | 0018| BE IT FURTHER RESOLVED that school counseling programs be | 0019| studied independently at the elementary, middle, junior and high | 0020| school levels, including national pupil-counselor ratios, | 0021| position statements, student expectations and pay scales; and | 0022| BE IT FURTHER RESOLVED that the public school funding | 0023| formula task force make recommendations on school counseling | 0024| programs to the legislative education study committee by | 0025| December 1, 1996; and | 0001| BE IT FURTHER RESOLVED that copies of this memorial be | 0002| transmitted to the members of the public school funding formula | 0003| task force and the legislative education study committee. | 0004|  State of New Mexico | 0005| House of Representatives | 0006| | 0007| FORTY-SECOND LEGISLATURE | 0008| SECOND SESSION, 1996 | 0009| | 0010| February 8, l996 | 0011| | 0012| | 0013| Mr. Speaker: | 0014| | 0015| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0016| whom has been referred | 0017| | 0018| HOUSE JOINT MEMORIAL 50 | 0019| | 0020| has had it under consideration and finds same to be | 0021| GERMANE in accordance with constitutional provisions. | 0022| | 0023| Respectfully submitted, | 0024| | 0025| | 0001| | 0002| | 0003| Barbara A.
