0012| REQUESTING THE DEPARTMENT OF HEALTH, IN COORDINATION WITH
|
0013| OTHERS, TO STUDY METHODS TO COMBAT THE EPIDEMIC OF YOUTH SMOKING
|
0014| IN NEW MEXICO AND MAKE RECOMMENDATIONS ON WAYS TO SIGNIFICANTLY
|
0015| REDUCE THE NUMBER OF TEEN SMOKERS WHILE MINIMIZING THE STATE'S
|
0016| EXPENDITURES ON DIRECT HEALTH CARE COSTS ATTRIBUTED TO TOBACCO
|
0017| PRODUCTS.

|
0019| WHEREAS, over four hundred thousand Americans died from
|
0020| tobacco use in 1995, more than those who died from alcohol, car
|
0021| accidents, suicide, AIDS, homicide, illegal drugs and fires,
|
0022| combined; and
|
0023| WHEREAS, today one thousand one hundred Americans will die
|
0024| from tobacco use, three thousand kids will start to smoke, and
|
0025| one thousand of those children will ultimately die from tobacco
|
0001| use; and
|
0002| WHEREAS, more than three million American children and
|
0003| teenagers smoke, eighty-nine percent of whom started before age
|
0004| eighteen; and
|
0005| WHEREAS, recent data show an alarming increase in smoking
|
0006| by high school and junior high school students between 1991 and
|
0007| 1994, rising thirty percent among eighth graders; and
|
0008| WHEREAS, most recent figures report that over two thousand
|
0009| New Mexicans will die as a result of smoking this year, and
|
0010| thirty-three percent of New Mexican youth in grades nine through
|
0011| twelve have smoked in the past month, a rate higher than the
|
0012| national average and as high as tobacco-producing states; and
|
0013| WHEREAS, the direct cost to the health care system in New
|
0014| Mexico as a result of smoking is staggering, costing over one
|
0015| hundred twenty million dollars ($120,000,000) in 1993; and
|
0016| WHEREAS, the taxpayers of New Mexico in 1993 paid over
|
0017| twenty-six million dollars ($26,000,000) in medicaid and
|
0018| medicare expenditures directly related to smoking; and
|
0019| WHEREAS, the state of New Mexico has not convened a
|
0020| broad-based panel of experts to conduct a comprehensive review
|
0021| of such issues as youth access to tobacco products, the impact
|
0022| of cigarette advertising on teens, the effectiveness of current
|
0023| prevention programs, the viability of tobacco excise tax
|
0024| increases as a prevention tool and the government's growing
|
0025| costs in health care as a result of tobacco use;
|
0001| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0002| STATE OF NEW MEXICO that the department of health be requested
|
0003| to convene policymakers and interested parties from at least the
|
0004| following organizations: the New Mexico cancer research and
|
0005| treatment center, the American cancer society, the American
|
0006| heart association, the American lung association, the New Mexico
|
0007| hospitals and health systems association, the alliance for a
|
0008| healthy future New Mexico, the American association of retired
|
0009| persons, consumers union, representatives from private for-profit hospitals, representatives from the tobacco industry and
|
0010| representatives from the business community to:
|
0011| A. identify smoking rates for adults and children in
|
0012| New Mexico;
|
0013| B. identify sources and information on government
|
0014| direct health care costs related to smoking, youth access of
|
0015| tobacco products, marketing practices of the tobacco industry
|
0016| and the success and failure of prevention programs;
|
0017| C. develop recommendations to improve the prevention
|
0018| of smoking by young people, while reducing the cost to
|
0019| government associated with medicaid and medicare;
|
0020| D. study various approaches used by other states to
|
0021| reduce teen smoking, including educational programs, public
|
0022| service advertising and excise taxation;
|
0023| E. identify ways to streamline the state's delivery
|
0024| of services as it related to cessation, youth access to tobacco
|
0025| products, medicaid and medicare payments related to tobacco use;
|
0001| F. recommend a comprehensive approach to reducing
|
0002| youth smoking in New Mexico by the year 2000; and
|
0003| G. report to the legislature's health care task
|
0004| force, the legislative health and human services committee and
|
0005| the revenue stabilization and tax policy committee by October 1,
|
0006| 1996; and
|
0007| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0008| transmitted to the secretary of health, the secretary of
|
0009| taxation and revenue, the president of the board of advisors of
|
0010| the university of New Mexico cancer research and treatment
|
0011| center, the American cancer society, the American heart
|
0012| association, the American lung association, the New Mexico
|
0013| hospitals and health systems association, the alliance for a
|
0014| healthy future New Mexico, the president of the New Mexico
|
0015| chapter of the American association of retired persons,
|
0016| consumers union and designees for the other specified
|
0017| representatives.
