0012| REQUESTING CONTINUATION OF THE TASK FORCE APPOINTED TO STUDY AND
|
0013| MAKE RECOMMENDATIONS FOR THE DEVELOPMENT OF A CONTINUUM OF
|
0014| SERVICES FOR YOUNG CHILDREN AND THEIR FAMILIES.
|

|
0016| WHEREAS, every decent and successful society protects and
|
0017| nurtures its children and understands that such a philosophy is
|
0018| the basis for its preservation; and
|
0019| WHEREAS, all of New Mexico's children and their families
|
0020| should be able to find within their communities the help and
|
0021| support they need to lead full and productive lives; and
|
0022| WHEREAS, New Mexico's population is comparatively small and
|
0023| poor and cannot expect to compete and prosper unless New
|
0024| Mexico's children become healthy, productive adults; and
|
0025| WHEREAS, one in every three New Mexican children lives in
|
0001| poverty; and
|
0002| WHEREAS, five in every ten preschool-age children in New
|
0003| Mexico have working parents; and
|
0004| WHEREAS, six in every ten New Mexican children are
|
0005| minorities; and
|
0006| WHEREAS, one in every four children in New Mexico lives in
|
0007| a single-parent home; and
|
0008| WHEREAS, one in every four homeless families in New Mexico
|
0009| has children; and
|
0010| WHEREAS, the needs of New Mexico's children are still being
|
0011| assessed; and
|
0012| WHEREAS, compared to other children across the nation, New
|
0013| Mexico's children experience needs for health and social
|
0014| services at levels greater than what has been available to them;
|
0015| and
|
0016| WHEREAS, Senate Memorial 40, which passed during the first
|
0017| session of the forty-first legislature, requested that a task
|
0018| force be established to consider children and family issues
|
0019| carefully and thoroughly and to provide helpful information and
|
0020| recommendations to the interim legislative health and human
|
0021| services committee; and
|
0022| WHEREAS, the task force has been in effect since 1989, and
|
0023| it is important to continue the work of that task force,
|
0024| particularly to identify urgent, critical needs of New Mexico's
|
0025| young children and to identify gaps in services and duplication
|
0001| of efforts;
|
0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0003| STATE OF NEW MEXICO that the task force appointed after the
|
0004| first session of the forty-first legislature to study and make
|
0005| recommendations for the development of a continuum of services
|
0006| for young children and their families be continued, effective
|
0007| immediately, and that the task force consult with and report its
|
0008| findings and recommendations at the October 1996 meeting of the
|
0009| interim legislative health and human services committee and
|
0010| report to the first session of the forty-third legislature; and
|
0011| BE IT FURTHER RESOLVED that the task force continue with
|
0012| the same members, with members replaced as necessary, to ensure
|
0013| that the task force shall consist of five members appointed by
|
0014| the governor, five members appointed by the speaker of the house
|
0015| of representatives and five members appointed by the president
|
0016| pro tempore of the senate and that those members shall represent
|
0017| the ethnic, economic and geographic diversity in the state and
|
0018| shall have knowledge of and experience in health, education and
|
0019| social needs of children and their families; and
|
0020| BE IT FURTHER RESOLVED that the task force, in making its
|
0021| recommendations regarding a continuum of services:
|
0022| A. identify the urgent needs of young children and
|
0023| families;
|
0024| B. establish an inventory of services for children
|
0025| and families;
|
0001| C. determine how health, education and social
|
0002| services offered by public and private institutions, agencies
|
0003| and programs can be delivered in a coordinated manner within the
|
0004| various communities;
|
0005| D. consider a family-centered system with a full
|
0006| range of services, including prevention, timely intervention and
|
0007| appropriate treatment;
|
0008| E. develop a strategic plan for the development of
|
0009| such a system that imposes order on funding, eliminates gaps in
|
0010| services and duplication of efforts and provides indicators and
|
0011| standards for demonstrating and evaluating the success of
|
0012| programs for children and families;
|
0013| F. work closely with other children and youth
|
0014| planning groups and with state agencies responsible for children
|
0015| and youth programs; and
|
0016| G. work closely with community groups and advocates
|
0017| to encourage their participation in the determination of local
|
0018| needs and problems; and
|
0019| BE IT FURTHER RESOLVED that copies of this memorial be
|
0020| transmitted to the governor, the New Mexico legislative council
|
0021| and the chairman of the interim legislative health and human
|
0022| services committee.
