0012| REQUESTING A REPORT FROM THE CHILDREN, YOUTH AND FAMILIES
|
0013| DEPARTMENT ON ITS RESPONSIBILITIES, ACTIVITIES, PROGRAMS AND
|
0014| PLANS FOR THE ADULT PROTECTIVE SERVICES SYSTEM.

0016| WHEREAS, the legislature is often questioned about the
|
0017| availability and quality of services for adults needing
|
0018| protection; and
|
0019| WHEREAS, this population is one of the most vulnerable and
|
0020| one deserving of respect, gratitude and solicitous care; and
|
0021| WHEREAS, all too often it is these helpless individuals who
|
0022| are abandoned by family, friends and the state, which they have
|
0023| supported in their productive years; and
|
0024| WHEREAS, the state has clear statutory responsibility for
|
0025| ensuring that these individuals are protected and cared for to
|
0001| the greatest extent possible, including protection from
|
0002| exploitation; and
|
0003| WHEREAS, the state has an even greater moral responsibility
|
0004| to do its best for those unfortunate individuals, who through no
|
0005| fault of their own, are dependent and vulnerable;
|
0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0007| STATE OF NEW MEXICO that the children, youth and families
|
0008| department do a thorough study of all phases of its adult
|
0009| protective services division and programs, including its
|
0010| mission, resources, administrative and field staffing levels,
|
0011| legal support staff, training, community education efforts, the
|
0012| status of all investigations begun or completed within the past
|
0013| two years and departmental plans for the division; and
|
0014| BE IT FURTHER RESOLVED that the children, youth and
|
0015| families department invite the active participation of
|
0016| guardianship providers, the developmental disabilities planning
|
0017| council, the governor's committee on concerns of the
|
0018| handicapped, the state agency on aging, the adult continuum,
|
0019| adult services providers, advocacy organizations and various
|
0020| representatives of different segments of the senior citizen
|
0021| community; and
|
0022| BE IT FURTHER RESOLVED that the children, youth and
|
0023| families department give progress reports, together with any
|
0024| recommendations for legislation, to the interim legislative
|
0025| health and human services committee at both its July and
|
0001| November 1996 meetings; and
|
0002| BE IT FURTHER RESOLVED that a copy of this memorial be sent
|
0003| to the children, youth and families department.
