0013| REQUESTING BOARDS OF EDUCATION TO ADOPT THE BILL OF RIGHTS AND
|
0014| RESPONSIBILITIES FOR LEARNING, STANDARDS OF CONDUCT AND
|
0015| STANDARDS OF ACHIEVEMENT.

0017| WHEREAS, schools should be places of safety, order, respect
|
0018| and high academic standards, and the misbehavior by some
|
0019| students interferes with the quality of education for other
|
0020| students; and
|
0021| WHEREAS, discipline and order are the prerequisites to
|
0022| learning, and a good education should not be denied by students
|
0023| who are violent or disruptive; and
|
0024| WHEREAS, the United States needs to achieve higher
|
0025| standards of educational achievement to be competitive in the
|
0001| world economy; and
|
0002| WHEREAS, the traditional mission of public schools is to
|
0003| prepare young people for citizenship and productive adulthood;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0005| STATE OF NEW MEXICO that boards of education be requested to
|
0006| adopt the bill of rights and responsibilities for learning,
|
0007| standards of conduct and standards of achievement, which states:
|
0008| "All students and school staff have a right to schools that
|
0009| are safe, orderly and drug free.
|
0010| All students and school staff have a right to learn and
|
0011| work in school districts and schools that have clear discipline
|
0012| codes with fair and consistently enforced consequences for
|
0013| misbehavior.
|
0014| All students and school staff have a right to learn and
|
0015| work in school districts that have alternative educational
|
0016| placements for violent or chronically disruptive students.
|
0017| All students and school staff have a right to be treated
|
0018| with courtesy and respect.
|
0019| All students and school staff have a right to learn and
|
0020| work in school districts, schools and classrooms that have
|
0021| clearly stated and rigorous academic standards.
|
0022| All students and school staff have a right to learn and
|
0023| work in well-equipped schools that have the instructional
|
0024| materials needed to carry out a rigorous academic program.
|
0025| All students and school staff have a right to learn and
|
0001| work in schools where teachers know their subject matter and
|
0002| know how to teach it.
|
0003| All students and school staff have a right to learn and
|
0004| work in school districts, schools and classrooms where high
|
0005| grades stand for high achievement and promotion is earned.
|
0006| All students and school staff have a right to learn and
|
0007| work in school districts and schools where getting a high school
|
0008| diploma means having the knowledge and skills essential for
|
0009| college or a good job.
|
0010| All students and school staff have a right to be supported
|
0011| by parents, the community, public officials and business in
|
0012| their efforts to uphold high standards of conduct and
|
0013| achievement."; and
|
0014| BE IT FURTHER RESOLVED that copies of this memorial be
|
0015| transmitted to the superintendent of public instruction and each
|
0016| board of education.
