0012| REQUESTING THAT THE CORRECTIONS DEPARTMENT EXPLORE MEANS OF

0013| IMPROVING ITS SYSTEM OF DATA COLLECTION WITH REGARD TO THE

0014| INMATE POPULATION.

0016| WHEREAS, the corrections department's current system of
|
0017| data collection with regard to the inmate population is
|
0018| antiquated and inadequate; and
|
0019| WHEREAS, a modern system of data collection is necessary
|
0020| for the corrections department to efficiently manage the inmate
|
0021| population, accurately project future inmate population levels
|
0022| and maintain a demographic profile of the inmate population; and
|
0023| WHEREAS, the ability to accurately estimate future inmate
|
0024| population levels is a necessary prerequisite for corrections
|
0025| department projections regarding future programming needs for
|
0001| inmates; and
|
0002| WHEREAS, an accurate estimate of future inmate population
|
0003| growth is vital information for policymakers who seek to make
|
0004| informed decisions on a full range of sentencing options for
|
0005| inmates; and
|
0006| WHEREAS, when future discussions of prison capital
|
0007| construction projects arise, the corrections department's
|
0008| ability to provide accurate inmate population projections and a
|
0009| demographic profile of the inmate population will assist
|
0010| policymakers seeking to make informed judgments regarding the
|
0011| size and classification type of new prison projects;
|
0012| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0013| STATE OF NEW MEXICO that the corrections department explore
|
0014| means for improving its system of data collection with regard to
|
0015| the inmate population; and
|
0016| BE IT FURTHER RESOLVED that the corrections department
|
0017| prepare a written report concerning its efforts to improve its
|
0018| data collection system and make a formal presentation of that
|
0019| report to an interim legislative committee with jurisdiction
|
0020| over corrections issues no later than September 30, 1996; and
|
0021| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0022| transmitted to the secretary of corrections.
