SHIRLEY BACA | 0006| | 0007| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING A STUDY AND RECOMMENDATIONS REGARDING TIMELY PAYMENT | 0013| OF HEALTH AND HUMAN SERVICES PROVIDERS. | 0014| | 0015| WHEREAS, many providers of health and human services must | 0016| wait for over ninety days for reimbursement from various state | 0017| departments; and | 0018| WHEREAS, some providers have outstanding reimbursements | 0019| over ten months old; and | 0020| WHEREAS, great hardship is placed upon these providers when | 0021| prompt payment is not made; and | 0022| WHEREAS, providers must borrow money and pay interest in | 0023| order to make payroll and other expenses; and | 0024| WHEREAS, one provider paid over fifty-five thousand dollars | 0025| ($55,000) in interest in one year; and | 0001| WHEREAS, interest paid by providers is not reimbursed by | 0002| the state; and | 0003| WHEREAS, such conditions may jeopardize the health of many | 0004| programs and thus impact services to clients; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the department of finance and | 0007| administration and the legislative finance committee coordinate | 0008| a multi-agency task force to pursue a coordinated state effort | 0009| and policy for timely provider payments while protecting the | 0010| state's integrity in meeting state and federal fiscal | 0011| regulations; and | 0012| BE IT FURTHER RESOLVED that the department of finance and | 0013| administration, the legislative finance committee, the children, | 0014| youth and families department, the department of health, the | 0015| human services department, the corrections department, the state | 0016| department of public education, the state agency on aging, the | 0017| department of public safety, the department of environment and | 0018| the energy, minerals and natural resources department be | 0019| requested to participate in the multi-agency task force; and | 0020| BE IT FURTHER RESOLVED that while the multi-agency task | 0021| force continues its deliberations on timely payments, discussion | 0022| also continues to investigate the state's ability to make | 0023| partial payments when a provider billing is in question, so that | 0024| services may continue to clients without provider delays; and | 0025| BE IT FURTHER RESOLVED that a report of the findings of the | 0001| multi-agency task force be presented to the legislative finance | 0002| committee, the legislative health and human services committee | 0003| and the executive branch by November 1, 1996; and | 0004| BE IT FURTHER RESOLVED that a copy of this memorial be | 0005| transmitted to the legislative finance committee and the | 0006| department of finance and administration. | 0007|  | 0008| State of New Mexico | 0009| House of Representatives | 0010| | 0011| FORTY-SECOND LEGISLATURE | 0012| SECOND SESSION, 1996 | 0013| | 0014| January 25, l996 | 0015| | 0016| | 0017| Mr. Speaker: | 0018| | 0019| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0020| whom has been referred | 0021| | 0022| HOUSE JOINT MEMORIAL 7 | 0023| | 0024| has had it under consideration and finds same to be | 0025| GERMANE in accordance with constitutional provisions. | 0001| | 0002| Respectfully submitted, | 0003| | 0004| | 0005| | 0006| | 0007| Barbara A.
