0012|     RELATING TO EDUCATION; PROVIDING FOR THE ESTABLISHMENT OF A
    |
0013|     STUDENT TEACHER SCHOLARSHIP PROGRAM; CREATING A FUND; MAKING AN
    |
0014|     APPROPRIATION.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|       Section 1.  SCHOLARSHIP PROGRAM ESTABLISHED.--
    |
0018|            A.  In order to encourage individuals to enter the
    |
0019|     teaching profession and to remain teachers in New Mexico, the
    |
0020|     commission on higher education shall promulgate regulations to
    |
0021|     establish and administer a student teacher scholarship program.
    |
0022|            B.  In establishing the program, the commission on
    |
0023|     higher education shall:
    |
0024|                 (1)  develop standardized methods to identify
    |
0025|     eligible student teachers and to distribute money to accredited
    |
0001|     teacher training institutions;
    |
0002|                 (2)  verify that recipients are employed as
    |
0003|     full-time teachers in a public school setting in New Mexico for
    |
0004|     at least one year after completion of student teaching;
    |
0005|                 (3)  develop criteria for selection of
    |
0006|     scholarship recipients, which shall include academic
    |
0007|     performance, campus involvement, letters of recommendation and
    |
0008|     personal commitment to the teaching profession;
    |
0009|                 (4)  pay full tuition for recipients for the
    |
0010|     semester in which they are student teaching; and
    |
0011|                 (5)  ensure recipients comply with all
    |
0012|     regulations adopted by the commission for the scholarship
    |
0013|     program.
    |
0014|       Section 2.  FUND CREATED.-- The "student teacher
    |
0015|     scholarship fund" is created in the state treasury.  Money in
    |
0016|     the fund shall not revert at the end of any fiscal year.  Money
    |
0017|     appropriated to the fund or accruing to it through gifts, grants
    |
0018|     or bequests shall be deposited in the fund.  The fund shall be
    |
0019|     invested as other state funds are invested.  Disbursements from
    |
0020|     the fund shall be made upon warrants drawn by the secretary of
    |
0021|     finance and administration pursuant to vouchers signed by the
    |
0022|     executive director of the commission on higher education or his
    |
0023|     designee.  Money in the fund, other than that amount used for
    |
0024|     administration by the commission on higher education, shall be
    |
0025|     used to carry out the provisions of Section 1 of this act.
    |
0001|       Section 3.  APPROPRIATION.--Two hundred fifty thousand
    |
0002|     dollars ($250,000) is appropriated from the general fund to the
    |
0003|     student teacher scholarship fund for expenditure in fiscal year
    |
0004|     1997 to carry out the provisions of Section 1 of this act.  Any
    |
0005|     unexpended or unencumbered balance remaining at the end of
    |
0006|     fiscal year 1997 shall remain in the student teacher scholarship
    |
0007|     fund.
