0012|     MAKING AN APPROPRIATION TO COMPENSATE PUBLIC SCHOOL TEACHERS FOR
    |
0013|     ACHIEVING NATIONAL BOARD CERTIFICATION.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|       Section 1.  APPROPRIATION.--Thirty thousand dollars
    |
0017|     ($30,000) is appropriated from the general fund to the state
    |
0018|     department of public education for expenditure in fiscal year
    |
0019|     1997 for the purpose of compensating teachers who successfully
    |
0020|     complete the examination for national board certification during
    |
0021|     the 1995-96 school year.  After receiving official notice from
    |
0022|     the national board for professional teaching standards verifying
    |
0023|     the national certification of a teacher, the department shall
    |
0024|     compensate the teacher in the amount of four percent of the
    |
0025|     teacher's salary.  Any unexpended or unencumbered balance
    |
0001|     remaining at the end of fiscal year 1997 shall revert to the
    |
0002|     general fund.

0013|     1.  On page 1, line 11, before "TO" insert "AND ESTABLISHING A

0016|     2.  On page 1, strike lines 15 through 25 and on page 2, strike

0017|   line 1 and insert in lieu thereof the following to read:

0019|     "Section 1.  APPROPRIATION--ADDITIONAL COMPENSATION FOR
    |
0020|   PROFESSIONAL CERTIFICATION.--

0022|      A.  The state department of public education shall establish a
    |
0023|   procedure to ensure that local school districts provide annual salary
    |
0024|   enhancements to all certified classroom teachers who achieve national
    |
0025|   board certification.  After receiving notice from a local school
    |
0001|   district that a teacher in the district has received national board
    |
0002|   certification, the department shall make a distribution to the local
    |
0003|   school district for the purpose of providing a salary enhancement to the
    |
0004|   nationally certified teacher.  The amount of the salary enhancement
    |
0005|   shall be equal to the difference between the average teacher's salary in
    |
0006|   New Mexico for the school year and the national average teacher's salary
    |
0007|   for the same school year, regardless of the individual teacher's actual
    |
0008|   salary.  Subject to annual appropriation, each local school district
    |
0009|   shall provide salary enhancements to national-board-certified teachers
    |
0010|   on an annual basis.

0012|      B.  One hundred seventy-six thousand dollars ($176,000) is
    |
0013|   appropriated from the general fund to the state department of public
    |
0014|   education for expenditure in fiscal year 1997 for the purpose of making
    |
0015|   additional distributions to local school districts employing national-board-certified teachers for the purpose of providing salary
    |
0016|   enhancements to those teachers.  Any unexpended or unencumbered balance
    |
0017|   remaining at the end of fiscal year 1997 shall revert to the general
    |
0018|   fund.".,
