0012|     MAKING APPROPRIATIONS FOR VARIOUS PROJECTS, PUBLIC PURCHASES AND

0013|     PROGRAMS IN THE WEST MESA AREA IN BERNALILLO COUNTY; DECLARING
    |
0014|     AN EMERGENCY.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|       Section 1.  APPROPRIATIONS--AGENCY--PURPOSE.--
    |
0018|            A.  Five hundred fifty thousand dollars ($550,000) is
    |
0019|     appropriated from the general fund to the state department of
    |
0020|     public education for expenditure in fiscal years 1996 and 1997
    |
0021|     in the following amounts for the following purposes in the west
    |
0022|     mesa area of Albuquerque in Bernalillo county:
    |
0023|                 (1)  one hundred thousand dollars ($100,000) for
    |
0024|     library books and library supplies for Valle Vista, Alamosa,
    |
0025|     Susie Rayos Marmon, Chaparral and Lavaland elementary schools, 
    |
0001|     John Adams middle school and West Mesa high school;
    |
0002|                 (2)  twenty thousand dollars ($20,000) for
    |
0003|     purchase and installation of additional security measures,
    |
0004|     including grates and light poles, at the Alamosa elementary
    |
0005|     school;
    |
0006|                 (3)  two hundred eighty thousand dollars
    |
0007|     ($280,000) for purchase and installation of new computers,
    |
0008|     computer and technological accessories, software programs and
    |
0009|     computer supplies for use at Alamosa, Chaparral, Lavaland, Susie
    |
0010|     Rayos Marmon and Valle Vista elementary schools, John Adams
    |
0011|     middle school and West Mesa high school;
    |
0012|                 (4)  fifty thousand dollars ($50,000) to prepare
    |
0013|     and pave the parking lot at John Adams middle school; and
    |
0014|                 (5)  one hundred thousand dollars ($100,000) for
    |
0015|     a new fiber optic backbone system linking all computers located
    |
0016|     in various buildings on the campus of West Mesa high school.
    |
0017|            B.  Three hundred thousand dollars ($300,000) is
    |
0018|     appropriated from the general fund to the local government
    |
0019|     division of the department of finance and administration for
    |
0020|     expenditure in fiscal years 1996 and 1997 to contract for the
    |
0021|     design, development, expansion of and improvements to
    |
0022|     recreational facilities, including purchase of equipment and
    |
0023|     open space, at the Pat Hurley community center and park in the
    |
0024|     west mesa area of Albuquerque in Bernalillo county.
    |
0025|            C.  Any unexpended or unencumbered balance remaining
    |
0001|     at the end of fiscal year 1997 shall revert to the general fund.
    |
0002|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0003|     peace, health and safety that this act take effect immediately.
    |
