0012| RELATING TO EDUCATION; ESTABLISHING A SCHOLARSHIP PROGRAM TO

0013| ALLEVIATE A SHORTAGE OF EARLY CHILDHOOD EDUCATION TEACHERS;

0014| MAKING AN APPROPRIATION.

0016| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0017| Section 1. SCHOLARSHIP PROGRAM ESTABLISHED.--
|
0018| A. In order to alleviate a shortage of teachers
|
0019| certified in early childhood education, the commission on higher
|
0020| education shall promulgate regulations to establish a
|
0021| scholarship program to recruit and assist qualified individuals
|
0022| in obtaining certification in that subject area.
|
0023| B. A qualified individual shall:
|
0024| (1) be a citizen of the United States or have a
|
0025| permanent resident visa;
|
0001| (2) be a resident of the state, for tuition
|
0002| purposes;
|
0003| (3) be enrolled in either a bachelor's degree
|
0004| program or a certification program in early childhood education;
|
0005| (4) have completed at least twenty-four
|
0006| semester hours in a post-secondary educational institution;
|
0007| (5) agree to work or teach in a public school
|
0008| in the state for at least two years; and
|
0009| (6) have complied with regulations adopted by
|
0010| the commission on higher education for the scholarship program.
|
0011| Section 2. APPROPRIATION.--Forty-eight thousand dollars
|
0012| ($48,000) is appropriated from the general fund to the
|
0013| commission on higher education for expenditure in fiscal year
|
0014| 1997 to establish a scholarship program for individuals pursuing
|
0015| certification in early childhood education. Any unexpended or
|
0016| unencumbered balance remaining at the end of fiscal year 1997
|
0017| shall revert to the general fund.
