0012| MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES

0013| DEPARTMENT TO DEVELOP A PROGRAM TO DIVERT AT-RISK YOUTH FROM THE

0014| CRIMINAL JUSTICE SYSTEM AND TO PROVIDE SCHOOL TEACHERS WITH

0015| TECHNIQUES TO CORRECT NEGATIVE BEHAVIOR OF STUDENTS IN

0016| BERNALILLO COUNTY; DECLARING AN EMERGENCY.

0018| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0019| Section 1. APPROPRIATION.--Three hundred fifteen thousand
|
0020| dollars ($315,000) is appropriated from the general fund to the
|
0021| children, youth and families department for expenditure in
|
0022| fiscal years 1996 and 1997 for the purpose of establishing or
|
0023| contracting with a nonprofit organization to establish a program
|
0024| designed to work with at-risk youth focused on building self-esteem and setting and achieving goals to divert them from the
|
0025| criminal justice system and to provide public school teachers
|
0001| with techniques to work with at-risk youth and to correct
|
0002| negative behavior in their students. This program may also be
|
0003| used as a sentencing option for juvenile court judges in
|
0004| Bernalillo county. Any unexpended or unencumbered balance
|
0005| remaining at the end of fiscal year 1997 shall revert to the
|
0006| general fund.
|
0007| Section 2. EMERGENCY.--It is necessary for the public
|
0008| peace, health and safety that this act take effect immediately.
