  recommendation that it DO PASS, amended as follows:
  
     1.   On page 1, lines 11 and 12, strike "MAKING AN
  APPROPRIATION;".
  
     2.   On pages 7 and 8, strike Section 7.
  
     3.   Renumber the succeeding section accordingly.
