0012|     MAKING AN APPROPRIATION TO CONTRACT WITH A NONPROFIT

0015|     COUNTY; DECLARING AN EMERGENCY.

0017|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0018|       Section 1.  APPROPRIATION.--Three hundred thousand dollars
    |
0019|     ($300,000) is appropriated from the general fund to the local
    |
0020|     government division of the department of finance and
    |
0021|     administration for expenditure in fiscal years 1996 and 1997 for
    |
0022|     the purpose of contracting with a nonprofit organization to
    |
0023|     offer services to prevent juvenile crime, drug abuse and gang
    |
0024|     activity, with staffing by off-duty and retired law enforcement
    |
0025|     personnel in Albuquerque located in Bernalillo county.  Any
    |
0001|     unexpended or unencumbered balance remaining at the end of
    |
0002|     fiscal year 1997 shall revert to the general fund.
    |
0003|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0004|     peace, health and safety that this act take effect immediately.
