0012| MAKING AN APPROPRIATION FOR A NATURAL GAS PIPELINE
|
0013| TRANSPORTATION STUDY.
|

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. APPROPRIATION--FINDINGS--PURPOSE.--
|
0017| A. The legislature finds that:
|
0018| (1) because of the lack of transportation
|
0019| facilities, natural gas produced in the San Juan basin of New
|
0020| Mexico is essentially marketable only in western markets;
|
0021| (2) the availability of only one market has
|
0022| caused, and will continue to cause, both the price and volume of
|
0023| natural gas produced in the San Juan basin to be depressed when
|
0024| compared to gas produced elsewhere and marketed in multiple
|
0025| markets;
|
0001| (3) New Mexico ranks second among the states in
|
0002| onshore natural gas reserves and will likely continue to be a
|
0003| major producer of natural gas for the foreseeable future;
|
0004| (4) unless additional markets are available for
|
0005| natural gas produced in New Mexico, state revenues derived from
|
0006| royalties, production taxes and other sources will continue to
|
0007| be depressed; and
|
0008| (5) a pipeline, financed by public or private
|
0009| sources, that is capable of transporting natural gas to
|
0010| additional markets may, in both the short and long term, be in
|
0011| the best interests of New Mexico.
|
0012| B. The purpose of this section is to provide for a
|
0013| comprehensive study of the costs and benefits of financing,
|
0014| constructing and operating a pipeline to transport natural gas
|
0015| produced in New Mexico to additional markets.
|
0016| C. Two hundred fifty thousand dollars ($250,000) is
|
0017| appropriated from the general fund to the state transportation
|
0018| authority for expenditure in fiscal year 1997 for the purpose of
|
0019| conducting studies and research pursuant to the Resource
|
0020| Transportation and Passenger Transportation Development Act on
|
0021| the financing, construction and operation of a natural gas
|
0022| pipeline to transport natural gas to eastern markets. Any
|
0023| unexpended or unencumbered balance remaining at the end of
|
0024| fiscal year 1997 shall revert to the general fund.
