APPROPRIATIONS--GENERAL FUND.-- | 0017| A. Fifty-four million one hundred sixty-three | 0018| thousand one hundred dollars ($54,163,100) is appropriated from | 0019| the general fund to the department of finance and administration | 0020| for expenditure in fiscal year 1997 for the purpose of providing | 0021| salary increases to certain public employees as follows: | 0022| (1) thirty-two million thirty-five thousand six | 0023| hundred dollars ($32,035,600) to be distributed to the state | 0024| equalization guarantee distribution of the public school fund to | 0025| provide an average three percent salary increase for all | 0001| employees in the public school system, including certified and | 0002| noncertified personnel and transportation employees; | 0003| (2) twelve million six hundred fifty-nine | 0004| thousand four hundred dollars ($12,659,400) to be distributed to | 0005| the commission on higher education to provide an average three | 0006| percent increase in the salaries of all state employees in post-secondary educational institutions and in vocational schools | 0007| under their respective jurisdictions; | 0008| (3) seven million six hundred twenty thousand | 0009| two hundred dollars ($7,620,200) to be distributed to state | 0010| agencies in the executive branch of state government whose funds | 0011| are derived substantially from the general fund to provide | 0012| salary increases or adjustments to state employees as follows: | 0013| (a) six million six hundred thirty | 0014| thousand two hundred dollars ($6,630,200) to provide classified | 0015| employees in agencies governed by the Personnel Act with the | 0016| following: 1) for those employees whose salaries are equal to | 0017| or above the maximum of their salary range, a lump-sum payment | 0018| equivalent to three percent of the midpoint value of their | 0019| salary range, subject to satisfactory job performance and | 0020| payable in the first full pay period after the anniversary date | 0021| of their appointment to their current class; and 2) for other | 0022| classified employees, a salary increase equivalent to three | 0023| percent of the midpoint value of the employee's salary range, | 0024| subject to satisfactory job performance and effective in the | 0025| first full pay period after the employee's anniversary date; and | 0001| (b) nine hundred ninety thousand dollars | 0002| ($990,000) to provide exempt employees with the following: 1) | 0003| for those employees whose salaries are equal to or above the | 0004| maximum of their salary range, a lump-sum payment equivalent to | 0005| three percent of the midpoint value of their salary range, | 0006| subject to satisfactory job performance and payable in the first | 0007| full pay period after the anniversary date of their appointment | 0008| to their current class; and 2) for other exempt employees, a | 0009| salary increase equivalent to three percent of the midpoint | 0010| value of the employee's salary range, subject to satisfactory | 0011| job performance and effective in the first full pay period after | 0012| the employee's anniversary date; | 0013| (4) two hundred seventy-two thousand two | 0014| hundred dollars ($272,200) to provide commissioned officers of | 0015| the New Mexico state police division of the department of public | 0016| safety with a salary increase equivalent to three percent of the | 0017| midpoint value of the employee's salary range, subject to the | 0018| satisfactory job performance and effective in the first full pay | 0019| period after the employee's anniversary date; | 0020| (5) nine hundred thousand one hundred dollars | 0021| ($900,100) to be distributed to the administrative office of the | 0022| courts to provide salary increases and adjustments for judicial | 0023| employees in accordance with the judicial personnel and | 0024| compensation plan; | 0025| (6) four hundred ninety-nine thousand five | 0001| hundred dollars ($499,500) to be distributed to the | 0002| administrative office of the district attorneys to provide | 0003| salary increases and adjustments in accordance with the district | 0004| attorneys employee pay plan; and | 0005| (7) one hundred seventy-six thousand one | 0006| hundred dollars ($176,100) to be distributed to the legislative | 0007| council service, legislative finance committee and legislative | 0008| education study committee to provide an average three percent | 0009| increase in the salaries of all legislative employees, subject | 0010| to satisfactory job performance and effective in the first full | 0011| pay period after the employee's anniversary date. | 0012| B. Any unexpended or unencumbered balance from the | 0013| appropriation in this section remaining at the end of fiscal | 0014| year 1997 shall revert to the general fund. | 0015| Section 2. APPROPRIATIONS--OTHER STATE FUNDS.--For those | 0016| state agencies whose funds are substantially derived from state | 0017| funds other than the general fund, the department of finance and | 0018| administration shall transfer from the appropriate fund to the | 0019| appropriate agency the amount required for salary increases | 0020| equivalent to those provided for in Section 1 of this act, and | 0021| such amounts are appropriated for expenditure in fiscal year | 0022| 1997. Any unexpended or unencumbered balances remaining at the | 0023| end of fiscal year 1997 shall revert to the appropriate fund. | 0024|  |
