0004| IN ALBUQUERQUE LOCATED IN BERNALILLO COUNTY; DECLARING AN EMERGENCY.

0006| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0007|      Section 1.  APPROPRIATION.--One hundred thousand dollars
    |
0008| ($100,000) is appropriated from the general fund to the local government
    |
0009| division of the department of finance and administration for expenditure
    |
0010| in fiscal years 1996 and 1997 for the purpose of contracting with a
    |
0011| nonprofit organization to offer services to prevent juvenile crime, drug
    |
0012| abuse and gang activity, with staffing by off-duty and retired law
    |
0013| enforcement personnel in Albuquerque located in Bernalillo county.  Any
    |
0014| unexpended or unencumbered balance remaining at the end of fiscal year
    |
0015| 1997 shall revert to the general fund.
    |
0016|      Section 2.  EMERGENCY.--It is necessary for the public peace,
    |
0017| health and safety that this act take effect immediately.
