0002| MAKING AN APPROPRIATION FOR PER DIEM AND MILEAGE FOR VOTING RIGHTS

0003| COORDINATORS IN CERTAIN COUNTIES; DECLARING AN EMERGENCY.

0005| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0006|      Section 1.  APPROPRIATION.--Sixty thousand dollars ($60,000) is
    |
0007| appropriated from the general fund to the local government division of
    |
0008| the department of finance and administration for expenditure in fiscal
    |
0009| years 1996 and 1997 for the purpose of providing per diem and mileage
    |
0010| for voting rights coordinators in certain counties, including per diem
    |
0011| and mileage for appropriate voting rights meetings, to improve statewide
    |
0012| compliance with federal court consent decrees.  Any unexpended or
    |
0013| unencumbered balance remaining at the end of fiscal year 1997 shall
    |
0014| revert to the general fund.
    |
0015|      Section 2.  EMERGENCY.--It is necessary for the public peace,
    |
0016| health and safety that this act take effect immediately.
