AN ACT
RELATING TO THE LEGISLATURE; CREATING THE INTERIM TRANSPORTATION COMMITTEE; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of Chapter 2 NMSA 1978 is enacted to read:
"[NEW MATERIAL] CREATION OF INTERIM TRANSPORTATION COMMITTEE--MEMBERS--APPOINTMENT--VACANCIES--VOTING.--
A. The "transportation committee" is created as a joint interim committee of the legislature.
B. The transportation committee shall be composed of twelve voting members. Seven members of the house of representatives shall be appointed by the speaker of the house of representatives, and five members of the senate shall be appointed by the committees' committee of the senate or, if the senate appointments are made in the interim, by the president pro tempore of the senate after consultation with and agreement of a majority of the members of the committees' committee. Members shall be appointed so as to give the two major political parties in each house the same proportionate representation on the committee as prevails in each house; provided that in no event shall either of the parties have fewer than one member from each house on the committee.
C. Vacancies on the committee shall be filled by appointment in the same manner as the original appointments.
D. No action shall be taken by the committee if a majority of the total membership from either house on the committee rejects the action."
SECTION 2. A new section of Chapter 2 NMSA 1978 is enacted to read:
"[NEW MATERIAL] DUTIES OF THE TRANSPORTATION COMMITTEE--STAFF--SUBCOMMITTEES.--
A. After its appointment, the transportation committee shall hold one organizational meeting to develop a work plan and budget for the ensuing interim. The work plan and budget shall be submitted to the New Mexico legislative council for approval. Upon the legislative council's approval of the work plan and budget, the transportation committee shall examine and study the programs, agencies, policies, issues, needs, technologies, statutes, constitutional provisions and regulations related to transportation.
B. The staff of the committee shall be provided by the legislative council service.
C. Subcommittees shall be created only by a majority vote of all of the members appointed to the committee and with the prior approval of the New Mexico legislative council. A subcommittee shall be composed of at least one member from the senate and one member from the house of representatives, and at least one member of the minority party shall be a member of the subcommittee."
SECTION 3. APPROPRIATION.--Sixty thousand dollars ($60,000) is appropriated from the general fund to the legislative council service for expenditure in fiscal year 2025 for the interim transportation committee created pursuant to Section 1 of this act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.
