AN ACT
RELATING TO TRANSPORTATION; MAKING APPROPRIATIONS FOR AIRPORT IMPROVEMENTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. APPROPRIATIONS.--
A. Three hundred fourteen million two hundred twenty-five thousand ninety-four dollars ($314,225,094) is appropriated from the general fund to the department of transportation for expenditure in fiscal years 2023 through 2027 for improvements at airports pursuant to Subsection B of this section. Notwithstanding the provisions of Section 64-1-15 NMSA 1978, any unexpended or unencumbered balance remaining at the end of fiscal year 2027 shall revert to the general fund.
B. The appropriation in Subsection A of this section shall be expended as follows:
(1) fifteen million five hundred forty-five thousand four hundred seven dollars ($15,545,407) for improvements at the Alamogordo-White Sands regional airport in Alamogordo;
(2) six million six hundred six thousand four hundred twenty-four dollars ($6,606,424) for improvements at the Double Eagle II airport in Albuquerque;
(3) one million seven hundred seventy-nine thousand one hundred two dollars ($1,779,102) for improvements at the Angel Fire airport in Angel Fire;
(4) eight million seven hundred sixteen thousand four hundred forty-four dollars ($8,716,444) for improvements at the Artesia municipal airport in Artesia;
(5) one million five hundred seventy-seven thousand seven hundred seventy-seven dollars ($1,577,777) for improvements at the Aztec municipal airport in Aztec;
(6) three million seven hundred eight thousand seven hundred dollars ($3,708,700) for improvements at the Belen regional airport in Belen;
(7) five million nine hundred sixty-six thousand six hundred ten dollars ($5,966,610) for improvements at the Cavern City air terminal in Carlsbad;
(8) one million five hundred twenty-three thousand one hundred eleven dollars ($1,523,111) for improvements at the Carrizozo municipal airport in Carrizozo;
(9) one million two hundred twelve thousand two hundred twenty-two dollars ($1,212,222) for improvements at the Clayton municipal airpark in Clayton;
(10) thirty-seven million eighty-six thousand five hundred seven dollars ($37,086,507) for improvements at the Clovis regional airport in Clovis;
(11) three hundred forty-one thousand six hundred sixty-seven dollars ($341,667) for improvements at the Conchas Lake airport in Conchas Dam;
(12) one million nine hundred eight thousand dollars ($1,908,000) for improvements at the Crownpoint airport in Crownpoint;
(13) nine hundred sixty-two thousand two hundred twenty-two dollars ($962,222) for improvements at the Deming municipal airport in Deming;
(14) two million thirty-eight thousand five hundred dollars ($2,038,500) for improvements at the Jicarilla Apache Nation airport in Dulce;
(15) six million seven hundred forty-six thousand nine hundred seventy-seven dollars ($6,746,977) for improvements at the Ohkay Owingeh airport in Espanola;
(16) thirteen million six hundred fifteen thousand three hundred thirty-four dollars ($13,615,334) for improvements at the Four Corners regional airport in Farmington;
(17) two million nine hundred eleven thousand one hundred ten dollars ($2,911,110) for improvements at the Fort Sumner municipal airport in Fort Sumner;
(18) twenty-three million three hundred seventy thousand four hundred thirty-seven dollars ($23,370,437) for improvements at the Gallup municipal airport in Gallup;
(19) five million five hundred nineteen thousand nine hundred forty-four dollars ($5,519,944) for improvements at the Grants-Milan municipal airport in Grants;
(20) three million forty-nine thousand eight hundred five dollars ($3,049,805) for improvements at the Hatch municipal airport in Hatch;
(21) twenty-two million two hundred ninety-three thousand eight hundred twenty-nine dollars ($22,293,829) for improvements at the Lea county regional airport in Hobbs;
(22) two million nine hundred fifty-five thousand one hundred ninety-seven dollars ($2,955,197) for improvements at the Jal-Lea county airport in Jal;
(23) seventeen million five hundred ninety-nine thousand five hundred one dollars ($17,599,501) for improvements at the Las Cruces international airport in Las Cruces;
(24) one million two hundred twenty-six thousand four hundred forty-four dollars ($1,226,444) for improvements at the Las Vegas municipal airport in Las Vegas;
(25) one million three hundred seventy-seven thousand five hundred dollars ($1,377,500) for improvements at the Lordsburg municipal airport in Lordsburg;
(26) one million one hundred sixty-four thousand four hundred forty-four dollars ($1,164,444) for improvements at the Los Alamos airport in Los Alamos;
(27) two million two hundred seventy thousand five hundred fifty-four dollars ($2,270,554) for improvements at the Lea county-Zip Franklin memorial airport in Lovington;
(28) two million eight thousand three hundred thirty-three dollars ($2,008,333) for improvements at the Magdalena airport in Magdalena;
(29) two million five hundred seventy-eight thousand nine hundred forty dollars ($2,578,940) for improvements at the Moriarty municipal airport in Moriarty;
(30) one hundred fifty thousand dollars ($150,000) for improvements at the Navajo Lake airport in Navajo Dam;
(31) two million nine hundred forty-seven thousand two hundred twenty-two dollars ($2,947,222) for improvements at the Portales municipal airport in Portales;
(32) seven hundred twenty-two thousand dollars ($722,000) for improvements at the Questa municipal airport in Questa;
(33) five million forty-three thousand one hundred forty-three dollars ($5,043,143) for improvements at the Raton municipal airport/Crews field in Raton;
(34) one million seven hundred eighty-five thousand dollars ($1,785,000) for improvements at the Reserve-Catron county airport in Reserve;
(35) fifty-one million three hundred seventy-two thousand eight hundred fifty-four dollars ($51,372,854) for improvements at the Roswell air center in Roswell;
(36) nine million six hundred twenty-nine thousand four hundred forty-four dollars ($9,629,444) for improvements at the Sierra Blanca regional airport in Ruidoso;
(37) four million four hundred ninety-two thousand nine hundred forty-four dollars ($4,492,944) for improvements at the Santa Fe municipal airport in Santa Fe;
(38) two million eight hundred eighty-six thousand four hundred forty-four dollars ($2,886,444) for improvements at the Santa Rosa route 66 airport in Santa Rosa;
(39) one million eight hundred ninety-five thousand four hundred forty-four dollars ($1,895,444) for improvements at the Dona Ana county international jetport in Santa Teresa;

(45) twenty-two thousand two hundred twenty-two dollars ($22,222) for improvements at the Tatum airport in Tatum;
(46) three million six hundred one thousand four hundred forty-six dollars ($3,601,446) for improvements at the Truth or Consequences municipal airport in Truth or Consequences;
(47) one million seven hundred twenty-five thousand seven hundred sixteen dollars ($1,725,716) for improvements at the Tucumcari municipal airport in Tucumcari;
(48) two million nine hundred thirty-four thousand two hundred twenty-two dollars ($2,934,222) for improvements at the Vaughn municipal airport in Vaughn; and
(49) four million six hundred seventy-two thousand dollars ($4,672,000) for improvements at the Zuni airport in the Pueblo of Zuni.
