A JOINT RESOLUTION
REQUESTING THE CONGRESS OF THE UNITED STATES TO CALL A
CONVENTION, UPON THE APPLICATION OF TWO-THIRDS OF THE STATES, FOR THE LIMITED PURPOSE OF PROPOSING AMENDMENTS TO THE UNITED
STATES CONSTITUTION TO LIMIT THE SIZE, SCOPE AND JURISDICTION OF THE FEDERAL GOVERNMENT, IMPOSE FISCAL RESTRAINTS ON THE FEDERAL GOVERNMENT AND CREATE TERM LIMITS FOR MEMBERS OF CONGRESS.
WHEREAS, Article 5 of the United States constitution provides authority for a convention to be called by the congress of the United States for the purpose of proposing amendments to the constitution upon application of two-thirds of the legislatures of the several states; and
WHEREAS, the legislature of the state of New Mexico favors the proposal and ratification of amendments to the United States constitution that shall limit the size, scope and jurisdiction of the federal government, impose fiscal restraints on the federal government and create term limits for members of congress;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that it respectfully petition congress to call a convention, pursuant to Article 5 of the United States constitution, for the exclusive purpose of proposing amendments to the United States constitution to limit the size, scope and jurisdiction of the federal government, impose fiscal restraints on the federal government and create term limits for members of congress as soon as two-thirds of the several states have applied for a convention for a similar purpose; and
BE IT FURTHER RESOLVED that copies of this resolution be transmitted, within thirty days of its passage, to the speaker of the United States house of representatives, the clerk of the United States house of representatives, the president of the United States senate, the secretary of the United States senate and each senator and representative from New Mexico in the United States congress with the respectful request that the full and complete text of this resolution be printed in the congressional record.
