A MEMORIAL

REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO STUDY AND REPORT TO THE LEGISLATIVE EDUCATION STUDY COMMITTEE ITS RECOMMENDATIONS FOR GIFTED EDUCATION PROGRAMS AND SERVICES.

 

     WHEREAS, gifted education identification practices across New Mexico are inconsistent, with variable effects on equity of participation and recommended use of universal screening with local norms; and

     WHEREAS, curriculum services and delivery models do not necessarily follow accepted standards or individualize for the range of student needs; and

     WHEREAS, gifted education programming and services need outcomes and evaluation; and

     WHEREAS, technical guidance needs to be updated to reflect best practices; and

     WHEREAS, recent public education department statistics found that access to gifted education and proportionality of service provision across New Mexico are grossly inequitable, with a range of six thousand two hundred eleven to twenty-three thousand eight hundred one students missing from services;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the public education department be requested to study and report to the legislative education study committee its recommendations for gifted education programs and services; and

     BE IT FURTHER RESOLVED that the following areas be studied:

          A. the equity of participation in gifted education for students across racial, language, socioeconomic, gender and geographic groups;

          B. the equity with which students in different racial, language, socioeconomic, gender and geographic groups are developing advanced performance;

          C. the extent to which schools use effective research-based practices such as acceleration, grouping, schoolwide enrichment and inquiry-based curricula; and

          D. the potential costs and benefits of implementing universal screening using local norms and leveraging existing achievement or additional ability measures; and

     BE IT FURTHER RESOLVED that the public education department report its findings, conclusions and recommendations for gifted education programs and services to the legislative education study committee by October 1, 2022; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of public education and the chair of the legislative education study committee.
