A MEMORIAL
REQUESTING THE CONSTRUCTION INDUSTRIES DIVISION OF THE REGULATION AND LICENSING DEPARTMENT TO CONVENE A HOUSING AND ECONOMIC DEVELOPMENT EFFICIENCY TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS TO ALLEVIATE PROBLEMS IN HOUSING AVAILABILITY AND AFFORDABILITY BY IMPROVING EFFICIENCY IN THE CONSTRUCTION INDUSTRY AT ALL LEVELS OF GOVERNMENT.
WHEREAS, the construction industry is a major contributor to statewide economic development and job creation; and
WHEREAS, the process of obtaining inspections and building permits for residential or commercial purposes can be time-consuming and complicated; and
WHEREAS, inefficiency in inspection and permitting processes can increase the cost of construction, which can exacerbate problems with housing availability and affordability; and
WHEREAS, streamlining the process for obtaining inspections and building permits would create greater efficiency by decreasing the time and costs associated with residential and commercial construction, which could contribute to increased economic development and help alleviate problems with housing availability and affordability;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the director of the construction industries division of the regulation and licensing department be requested to convene a geographically diverse housing and economic development efficiency task force to study and make recommendations to alleviate problems in housing availability and affordability by improving efficiency in the construction industry at all levels of government; and
BE IT FURTHER RESOLVED that the director of the construction industries division of the regulation and licensing department be requested to invite to participate in the housing and economic development efficiency task force the following representatives:
A. two representatives from municipalities that have a complete set of their own regulations on the construction industry at the municipal level; provided that one of the municipalities is situated in congressional district two or three and one municipality is situated in congressional district one;
B. two representatives from municipalities that have a partial set of regulations on the construction industry at the municipal level; provided that one of the municipalities is situated in congressional district one or two and one municipality is situated in congressional district three;
C. two representatives from municipalities that do not have any regulation of the construction industry at the municipal level; provided that one of the municipalities is situated in congressional district one or three and one municipality is situated in congressional district two;
D. one commercial developer;
E. one residential developer;
F. one mixed-use developer;
G. one representative from a building trade union;
H. two commercial contractors; provided that one of the contractors resides in congressional district one or three and one contractor resides in congressional district two;
I. two residential contractors; provided that one of the contractors resides in congressional district one or two and one contractor resides in congressional district three;
J. one plumbing and mechanical contractor;
K. one electrical contractor;
L. one liquified petroleum gas supplier;
M. one representative from the department of environment; and
N. one representative from the state fire marshal's office; and
BE IT FURTHER RESOLVED that the housing and economic development efficiency task force be requested to produce a comprehensive written report and report its findings and recommendations to the interim committee charged with reviewing matters related to economic development by October 1, 2022; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the superintendent of regulation and licensing.
