Mr. President:
Your FINANCE COMMITTEE, to whom has been referred
SENATE BILL 148
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 14, strike "; MAKING AN APPROPRIATION".
2. On page 4, between lines 23 and 24, insert the following new subsection:
"G. The governor, the speaker of the house of representatives and the president pro tempore of the senate shall jointly appoint, by unanimous agreement, the vice chair of the commission on diversity, equity and excellence in education, who shall be one of the four tribal leaders appointed to the commission. If the vice chair has not been appointed by July 1, 2021, the speaker of the house of representatives and the president pro tempore of the senate shall make the appointment.".
3. Reletter the succeeding subsections accordingly.
4. On page 5, line 7, strike "may" and insert in lieu thereof "shall".
5. On page 5, line 9, after the period, insert:
"The chair shall appoint members who have expertise in each subcommittee issue area, including bilingual professionals, Indian education experts, English language learner specialists and experts, special education teachers and instructional support providers and students considered at risk by the Martinez and Yazzie v. State of New Mexico lawsuit.".
6. On page 6, line 14, after "shall", insert a colon and the paragraph designation "(1)".
7. On page 6, line 18, after the semicolon, insert:
"(2) review plans developed by researchers, stakeholders and the department in response to the lawsuit;
(3)".
8. On page 6, line 20, after "and", insert the paragraph designation "(4)".
9. On page 8, line 2, after the semicolon, strike "and".
10. On page 8, line 10, strike the period, insert in lieu thereof "; and" and between lines 10 and 11, insert the following new paragraph:
"(5) provide adequate funding for the public school system, including the funding recommendations to support implementation of other recommendations of the commission.".
11. On page 9, strike Section 3 in its entirety.
12. Renumber the succeeding section accordingly.
