AN ACT
RELATING TO CAPITAL OUTLAY FUNDING; REQUIRING PUBLICATION OF CAPITAL OUTLAY PROJECT AUTHORIZATIONS, APPROPRIATIONS AND VETOES; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. [NEW MATERIAL] CAPITAL OUTLAY PROJECT
FUNDING--PUBLICATION.--Notwithstanding the provisions of Section 2-3-13 NMSA 1978 to the contrary, the legislative council service shall, within thirty days after the adjournment of a legislative session in which the legislature passes a capital outlay bill and after either the governor acts on the bill or the deadline for that action passes, publish on the New Mexico legislature's website a searchable listing of all the projects in the bill that specifies:
A. those authorized for funding and those receiving an appropriation and, for each:
(1) the name of each person, whether a legislator or the governor, whose request results in the authorization or appropriation; and
(2) the portion of funding for the project attributed to each of those people; and
B. those vetoed and, for each:
(1) the name of each person, whether a legislator or the governor, whose request would result in the project's authorization for funding or receipt of an appropriation if not vetoed; and
(2) the portion of funding for the project that, if not vetoed, would be attributed to each of those people.
SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
