    1. On page 1, lines 11 and 12, strike "ENABLING UNACCOMPANIED YOUTH TO RECEIVE IDENTIFICATION CARDS;".

    2. On page 1, line 13, strike "CERTAIN" and insert in lieu thereof "HOMELESS".

    3. On page 1, line 17, through page 6, line 24, strike Section 1 in its entirety.

    4. Renumber the succeeding section accordingly.
