    Your TAX, BUSINESS AND TRANSPORTATION COMMITTEE, to whom has been referred


     HOUSE TAXATION & REVENUE COMMITTEE SUBSTITUTE FOR HOUSE BILL 15


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 2, line 7, after "project", strike the remainder of the line, strike line 8 up to the period and insert in lieu thereof "is completed prior to April 1, 2023".


    2. On page 2, line 25, strike "2026" and insert in lieu thereof "2024".


    3. On page 4, line 22, strike "2026" and insert in lieu thereof "2024".


    4. On page 6, line 9, strike "2022" and insert in lieu thereof "2023".


    5. On page 15, line 14, strike "2027" and insert in lieu thereof "2030".


    6. On page 16, line 10, before the comma, insert "and is completed on or after April 1, 2023".


    7. On page 19, line 4, strike "$1,000" and insert in lieu thereof "$2,000" and strike "$500" and insert in lieu thereof "$1,000".


    8. On page 19, line 24, before the comma, insert "and is completed on or after April 1, 2023".

    9. On page 21, line 7, strike "$1,000" and insert in lieu thereof "$2,000" and strike "$500" and insert in lieu thereof "$1,000".


    10. On page 26, between lines 24 and 25, insert the following new subsection:


         "L. If the requirements of this section have been complied with, the department shall issue to the building owner a document granting a 2021 sustainable building tax credit. The document shall be numbered for identification and declare its date of issuance and the amount of the tax credit allowed pursuant to this section. The document may be submitted by the building owner with that taxpayer's income tax return, if applicable, or may be sold, exchanged or otherwise transferred to another taxpayer. The parties to such a transaction shall notify the department of the sale, exchange or transfer within ten days of the sale, exchange or transfer.".


    11. Reletter the succeeding subsections accordingly.


    12. On page 27, line 17, after "the", insert "prescriptive path of the".


    13. On page 27, line 24, after "the", insert "prescriptive path of the".


    14. On page 28, line 22, before the semicolon, insert "that meet the specified performance requirements at the installed locations".


    15. On page 31, strike lines 16 and 17 in their entirety and insert in lieu thereof:


"gold and uses at least thirty percent less energy than is required by the prescriptive path of the most current applicable energy conservation code promulgated by the construction industries division of the regulation and licensing department for build green gold or LEED-H, or uses at least forty percent less energy than is required by the prescriptive path of the most current residential energy conservation code promulgated by the construction industries division of the regulation and licensing department for build green emerald or LEED platinum; or".


    16. On page 32, lines 7 and 8, strike "has achieved a home energy rating system index of forty or lower" and insert in lieu thereof:


"uses at least thirty percent less energy than is required by the prescriptive path of the most current residential energy conservation code promulgated by the construction industries division of the regulation and licensing department for build green gold or LEED-H, or uses at least forty percent less energy than is required by the prescriptive path of the most current residential energy conservation code promulgated by the construction industries division of the regulation and licensing department for build green emerald or LEED platinum".


    17. On page 34, line 2, after "project", strike the remainder of the line, strike line 3 up to the period and insert in lieu thereof "is completed prior to April 1, 2023".

    23. On page 50, line 17, strike "$1,000" and insert in lieu thereof "$2,000" and strike "$500" and insert in lieu thereof "$1,000".


    24. On page 51, line 12, before the comma, insert "and is completed on or after April 1, 2023".


    25. On page 52, line 20, strike "$1,000" and insert in lieu thereof "$2,000" and strike "$500" and insert in lieu thereof "$1,000".


    26. On page 58, between lines 5 and 6, insert the following new subsection:
