A MEMORIAL

REQUESTING THE HUMAN SERVICES DEPARTMENT AND THE DEPARTMENT OF HEALTH TO COLLECT DATA ON AND REPORT TO THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE ABOUT THE PROVISION OF CARE COORDINATION SERVICES BY CENTENNIAL CARE 2.0 MANAGED CARE ORGANIZATIONS AND GAPS IN THESE SERVICES FOR INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.

 

     WHEREAS, centennial care 2.0 is New Mexico's medicaid program; and

     WHEREAS, a variety of long-term care services for individuals with intellectual and developmental disabilities in New Mexico are available through medicaid waiver programs; and

     WHEREAS, centennial care 2.0 has contracted with three managed care organizations to provide services to its program participants; and

     WHEREAS, the federal centers for medicare and medicaid services requires the state to provide targeted care coordination to individuals with intellectual and developmental disabilities, who receive services through medicaid waiver programs, to ensure that their special needs are met; and

     WHEREAS, to meet this requirement, the state must ensure that the centennial care managed care organizations assign a dedicated care coordinator to each recipient of these services;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the department of health and the human services department be requested to collect data about the provision of care coordination services by the centennial care managed organizations to individuals with intellectual and developmental disabilities and gaps in these services; and

     BE IT FURTHER RESOLVED that the department of health and the human services department be requested to report their findings to the legislative health and human services committee by October 1, 2020; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the chair of the legislative health and human services committee, the attorney general, the state auditor, the secretary of health and the secretary of human services.
