    Your RULES COMMITTEE, to whom has been referred

HOUSE JUDICIARY COMMITTEE SUBSTITUTE FOR

          HOUSE JOINT RESOLUTION 5, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike House Floor Amendment number 1.

    2. On page 1, line 11, strike "ARTICLE" and insert in lieu thereof "ARTICLES", and after "4", insert ", 5, 6 AND 10".

    3. On page 1, line 12, strike "PROVISION" and insert in lieu thereof "PROVISIONS", and after "FOR", insert "LEGISLATIVELY ESTABLISHED SALARIES,".

    4. On page 1, line 15, strike "STATE".

    5. On page 1, lines 20 through 22, strike Section 1 in its entirety and insert in lieu thereof the following new section:

    "SECTION 1. It is proposed to amend Article 4 of the constitution of New Mexico by repealing Section 10; Article 5 of the constitution of New Mexico by repealing Section 12; Article 6 of the constitution of New Mexico by repealing Sections 11 and 17; and Article 10 of the constitution of New Mexico by repealing Section 1, effective January 1, 2023.".

    6. On page 1, line 25, strike the Subsection designation "A.".

    7. On page 2, line 4, after the period, insert a closing quotation mark.

    8. On page 2, line 5 through page 4, line 3, strike Subsections B through E in their entirety.,

and thence referred to the FINANCE COMMITTEE.
